As a successful model of the combination of technology and economy,technology-based SMEs are an important force to improve my country's independent innovation capabilities,and play an important role in promoting national economic growth and social harmony and stability.As far as technology-based SMEs are concerned,due to the severe lack of resources and limited innovation capabilities,it is difficult for companies to achieve sustainable innovation and development by themselves.They must strengthen extensive connections with external social networks to help companies obtain the scarce learning resources needed for innovation activities.Therefore,compared with large technology-based enterprises,technology-based small and medium-sized enterprises have a stronger need for the linkage relationship between learning and knowledge and employees' innovation capabilities,and can significantly affect the process of enterprise innovation.Nowadays,the innovation of technology-based SMEs needs to efficiently utilize and configure inter-organizational learning,and through the knowledge management process to internalize the experience and lessons learned and business methods in the organization,and to integrate the innovation ability of knowledge employees in the organization,so as to continuously improve organizational creativity.This is where the individuality of technology-based SMEs lies.Based on the individual characteristics of technology-based SMEs,this research focuses on the relationship between organizational learning,knowledge management processes and innovation performance.By strengthening the positive influencing factors of technology-based SMEs' innovation performance,the integration and development of internal resources of technology-based SMEs can be realized.Achieve innovative output and maintain competitive advantage.This research takes technology-based small and medium-sized enterprises as the research object,takes the knowledge management process as the entry point of the intermediary variable,divides the knowledge management process into three dimensions of knowledge creation,knowledge sharing and knowledge utilization,and introduces the innovation ability of knowledge employees as the moderating variable.Explore the influence path of inter-organizational learning on enterprise innovation performance.Specifically,this study combines literature and theoretical analysis to mainly discuss the following five aspects:(1)the influence mechanism between inter-organizational learning and the innovation performance of technology-based small and medium-sized enterprises;(2)the process of inter-organizational learning and knowledge management(3)the internal influence mechanism of the knowledge management process;(4)the intermediary influence mechanism of the knowledge management process;(5)the adjustment and influence mechanism of the knowledge-based employees' innovation ability.Using questionnaires and large-sample statistical analysis methods,the research hypothesis was empirically tested,and the research results were analyzed in depth and reasonable explanations,and the following research conclusions were drawn:(1)Inter-organizational learning positively affects the innovation performance of technology-based SMEs.Inter-organizational learning improves innovation performance through various information exchanges and knowledge exchanges,and technology-based SMEs can obtain complementary resources through the use of cooperation and learning processes inside and outside industrial clusters.(2)Inter-organizational learning positively affects the knowledge management process.Inter-organizational learning can promote the generation of new knowledge.This is because technology-based SMEs can acquire new knowledge and new ideas from external organizations when they communicate and cooperate with external organizations.Through such cooperation and exchanges,not only mutual benefit can be achieved,but also knowledge transfer can be generated through continuous exchange and learning.Cooperation with external organizations can allow employees to exchange and update information.Through continuous cooperation,new models and new ideas can be generated.Through cooperation and learning,knowledge creation can be promoted.The internal employees of high-tech SMEs will pass on new knowledge to internal employees through summarization and sharing,and internal employees can generate new models,methods,technologies,etc.through the use of knowledge.This research conclusion also shows that inter-organizational learning can affect the progress of the internal knowledge management process of technology-based SMEs.(3)There is an internal influence mechanism in the knowledge management process,that is,the inside of the knowledge management process is dynamic,and it is continuously circulating as an enterprise element in the production and operation management process.Enterprise dynamic knowledge management capabilities through search,acquisition,integration,dissemination,sharing,transformation,coordination and innovation and other activities to achieve the optimal allocation of internal and external knowledge resources of technology-based small and medium-sized enterprises,thereby enhancing technology-based small and medium-sized enterprises to environmental changes and market and customer needs Dynamic response to changes.In other words,the value of technology-based SMEs is reflected in the dynamic changes of knowledge in each process link.(4)The knowledge management process positively affects the innovation performance of technology-based SMEs.The key to innovative activities is to apply new knowledge to commercialization and create corporate value.Innovation activities of technology-based SMEs mean that members contribute implicit technology and knowledge to create and confirm the concept of new products.The knowledge gained by individuals in the process of innovation will spread to different departments and even different organizations.Therefore,innovative activities create an environment for the exchange of knowledge.In terms of product development,innovation has strengthened the communication and interaction between members,thereby triggering the need for knowledge,and developing various knowledge activities to integrate knowledge.(5)The knowledge management process acts as an intermediary between the positive relationship between inter-organizational learning and the innovation performance of technology-based SMEs.Inter-organizational learning can generate knowledge for technology-based SMEs through continuous information exchange and resource exchange,and carry out knowledge creation and knowledge sharing,and finally use knowledge.Through this knowledge management process,the innovation performance of technology-based SMEs can be improved.(6)The innovation ability of knowledge employees positively regulates the relationship between the knowledge management process and the innovation performance of high-tech SMEs.Effective knowledge workers are constantly committed to innovation.Knowledge creation,knowledge transfer,and knowledge utilization at the individual level are related to innovative behaviors.It can be said that knowledge workers tend to acquire knowledge about novel and difficult tasks.In turn,this can improve the innovation process and improve the quality of customer-specific products or services.The innovations of this research are embodied in the following four aspects:(1)Construct a theoretical integration model of the effect of inter-organizational learning on the innovation performance of technology-based SMEs.Although there have been some positive studies on the relationship between inter-organizational learning and corporate innovation performance in the academic field,there are few studies on the mechanism of inter-organizational learning on the innovation performance of technology-based small and medium-sized enterprises.This research is based on previous studies.,Taking technology-based SMEs as the survey object,with "inter-organizational learning-technology-based SMEs' innovation performance" as the main line of research,discussing the influencing factors of technology-based SMEs' innovation performance,and constructing theoretical integration based on the influencing mechanism model.(Inter-organizational Learning—Innovation Performance of Technology-based SMEs)(2)Explore the essence of the knowledge management process,and conduct an in-depth analysis of the operational processes of knowledge creation,knowledge sharing and knowledge utilization in the knowledge management process.From the perspective of research methods,the existing knowledge management research literature mostly qualitatively analyzes the mutual influence and non-independent relationship among knowledge creation,knowledge sharing,and knowledge utilization.In terms of empirical research,most of the three are maintained.The parallel relationship is used to study separately.This research creates three research scenarios of "Knowledge Creation-Knowledge Utilization,Knowledge Sharing-Knowledge Utilization,Knowledge Sharing-Knowledge Creation-Knowledge Utilization",and systematically analyzes the internal mechanism operation sequence of the knowledge management process.(Knowledge Creation — Knowledge Utilization;Knowledge Sharing — Knowledge Utilization;Knowledge Sharing—Knowledge Creation—Knowledge Utilization)(3)Analyze the chain intermediary role played by the knowledge management process between the inter-organizational learning and the innovation performance of technology-based SMEs.Researching and exploring the intermediary factors between inter-organizational learning and innovation performance of technology-based SMEs has also become a new research starting point.This research regards the knowledge management process as an intermediary factor,and because there is a sequential operating relationship of knowledge creation,knowledge sharing and knowledge utilization within the knowledge management process,to a certain extent,it also discusses "knowledge creation-knowledge utilization" and "knowledge sharing".——Knowledge Utilization","Knowledge Sharing—Knowledge Creation—Knowledge Utilization" play a chain-like intermediary role between inter-organizational learning and the innovation performance of technology-based SMEs.(Inter-organizational Learning—Knowledge Management Process—Innovation Performance of Technology-based SMEs)(4)Analyze the contingent influence of knowledge-based employees' innovation ability between the use of knowledge and the innovation performance of technology-based SMEs.The innovation ability of knowledge workers can have a significant impact on the organization's innovation ability and gaining competitive advantage.Based on this,this study introduces the innovation ability of knowledge workers as a moderating variable,and empirically analyzes and verifies the moderating effect of knowledge workers' innovation ability between the use of knowledge and the innovation performance of technology-based SMEs.Research on the relationship of performance provides a new
