The construction of China and oversea’s green eco-districts has begun to take shape developments,and are facing a key node in the transition from the planning and construction phase to the operation and management phase.However,the practice of China’s green eco-districts generally focuses on the construction and ignore long-term operations,which will affect the future stability of green eco-districts.This obstacle must be taken seriously for development.As the green eco-districts entering operation stage gradually,more and more researchers have found that users(who are living or working in the green eco-districts)satisfaction is one of the most important factors to determine the success or failure of green eco-districts.Therefore,it is very important to investigate the user demands to attract more citizens willing to live or work in the green eco-districts,which will make the development of green eco-districts more sustainable and solid.The dynamic monitoring of the operation phase of the green eco-districts is to support the inevitable path of "people-oriented".The establishment of key indicators for operation monitoring is an important starting point and institutional guarantee for the dynamic monitoring of green eco-districts.The assessment of green eco-districts needs to pay more attention to the delicacy management during O&M phase,and enhancement of user satisfaction,as well as the utilization of actual performance data.Moreover,innovative assessment method and measures need to be proposed,so as to truly realize the target to satisfy the people in the green eco-districts.Firstly,this paper has carried out research on the theoretical basis related to the green eco-districts and the user demand analysis.A hierarchical model of user needs in the green eco-districts has been established,and the user demand category and importance analysis method of the green eco-districts has been proposed based on the user demand Kano model.The questionnaire survey for users of the green eco-districts has been conducted,distributed a user demand item questionnaire based on the Kano model and a questionnaire on the importance of the user demand items.The user demand items were collected and sorted out of user attitudes and real perception data,and obtained various Kano classification of user demand items.Using the user’s importance evaluation data of each demand item,the AHP(Analytic Hierarchy Process)was used to analyze the initial weight of each user demand item.Then the initial weight was adjusted in conjunction with the Kano model to obtain the final weights of user demand items.And the importance ranking of user demand items was based on this weight,which pointed out the direction for the development of key indicators for the operation monitoring of the green ecodistricts.Secondly,from the two dimensions of subjective satisfaction and objective completion,the key indicator system framework for dynamic monitoring assessment of green eco-district was proposed.This paper selected two key research areas: "green operation" in the "green building" category and "eco-environment" category to construct the dynamic monitoring evaluation key indicatiors of green eco-district,including two categories of indicatiors in terms of subjective satisfaction and objective completion.First of all,standards research method combining the literature inductive method were adopted.The green eco-district operation monitoring indicator database was constructed,including the green operation monitoring indicator database and the ecological environment monitoring indicator database.Then the key performance indicators screening method--SMART principle,combined with Delphi method were adopted,to select in the operation monitoring indicator database,obtained the key monitoring indicators.Finally,dynamic monitoring assessment indicators data acquisition method based on new technologies such as mobile terminal,Internet of Things monitoring equipment was proposed.Thirdly,the SP two-dimensional four quadrant evaluation model for user subjective satisfaction and objective completion of the green eco-district during O&M phase was proposed.This evaluation model can be used for the sub-item and comprehensive evaluation,and can also be used to assist in management decisions so that the green ecodistrict operational management agencies are able to adopte different strategies and priorities,for the targeted development.Then this paper took the specific project of Chongqing Liangjiang new district as an example,the two major areas of green operations and ecological environments have been evaluated and modified.Finally,a number of optimization suggestions have been put forward for the Chinese "Assessment standard for green eco-district".The key indicators of green eco-district operation monitoring and assessment method proposed in the paper will become an important carrier and grasp of green ecodistict operation and management.Green eco-district operation and management institutions need to do continuous,long-term monitoring,early warning,optimization,sharing,and publicity of relevant indicators.Relevant work has a key role and significance in meeting the needs of users in the green eco-districts and improving user satisfaction.
