The Theory And Empirical Research On Building Energy Efficiency Management Of China

As China now is in the rapid development period of urbanization and industrialization,the construction industry has become one of mainstay industries in the national economy.Building energy efficiency not only involves life quality of people,but also relates to people’s livelihood and influences the sustainable development of building directly.It concerns whether China’s tension in energy supply and demand can be eased or not,as well as global climate change and sustainable development.Promoting building energy efficiency is not only China’s major task to construct a resource-saving and environment-friendly society,but also the inevitable choice to protect global environment and achieve sustainable development.As the building energy efficiency management theory started late,the building energy efficiency economy and management theory is still an immature theory and practice system so far.Therefore,there is a strong practical significance to do research on China’s building energy efficiency management,under the current circumstances of national energy shortage.This paper does a theoretical and empirical research on China’s building energy efficiency,using research methods such as literature review,multi-disciplinary combination,systemic analysis,causal analysis,model analysis,a combination of qualitative and quantitative and a combination of theoretical analysis and empirical study.It takes sustainable development theory,the external non-economic theory and public goods theory as theoretical guidance.This study will include:(1)It analyzed the overall situation and the classification of China’s building energy consumption,on the basis of which described China’s current situation of building energy efficiency and analyzed problems in current situation.(2)It Analyzed building energy efficiency from three aspects: new buildings,existing buildings and building operation management of building energy management.Described current situation and problems and analyzed relative management models or measures should be taken as well as economic evaluation from three aspects.(3)Discussed the economic efficiency,economic evaluation system and licensing model of building energy efficiency.Put forward energy use and saving measures with economic efficiency,based on the analysis of private costs and external costs of energy use and external benefits of energy saving.Then constructed building energy efficiency evaluation system from four aspects——structure maintenance,equipment systems,energy use and planning and designing,and built a quantitative evaluation model.Finally,constructed the building CO2 emission right trading model,and explored building energy consumption and definition method of permitted emission amount of CO2.(4)Analyzed management mechanisms of building energy efficiency.Mainly explored two mechanisms: market management mechanism based on the guidance of government,and Clean Development Mechanism based on international cooperation;explored building energy efficiency management policy,including the establishment of special funds,preferential loans,tax concessions,government subsidies;analyzed building energy efficiency service market,mainly including the government,non-governmental organizations,energy service companies,property owners,Home Builders,building materials and energy-consuming equipment manufacturers,and discussed the construction of building energy efficiency service system.(5)Took a dormitory energy-saving project of a unit in Harbin as an example for empirical analysis.First introduced overview of the project before energy saving,technical program of energy-saving reform and content of reform,then analyzed management model in the course of energy-saving project,and finally evaluated economic efficiency of the project.
