| China is a relatively poor country in per-capita energy and resources. As economy developing so fast today, energy has become a significant bottleneck limiting the speed of social progress. With the rapid growth of construction business, which is now the key driver of China's economic development, energy consumption has hit a very high level, and the problem of deficiency of energy utilization has become increasingly obvious. Therefore, improving building efficiency is an important part of implementation of the scientific concept of development, the transformation of economic growth mode, and adjustment of the economic structure, it is also an essential measure to ensure the nation's economic construction, and an effective guarantee of developing conservation-oriented society.The first part of this paper analyzes the basic meaning and content of building energy efficiency and building energy conservation management---- as the administration organization of building energy efficiency, government should make research on the layout of towns, function zones, architectural features, infrastructure configuration, establish and implement national, regional special plans on building energy conservation; government should lay down related standards, set up and perfect a full set of standards system; promote civil energy saving techniques R & D; spread and exploitation energy-saving buildings, structures, materials, equipment and facilities, and corresponding construction and management techniques, to promote renewable energy development and utilization. Clarifying the main elements of building energy conservation is fundamental to improve the building energy conservation measures and is essential to direct local governments'work. The author then discusses the significance of the building energy efficiency and the driving factors of building energy management, the main factors are:strengthening supervisory function, establish evaluation system, optimize organizational structure. Clearly identifying such factors is a key to find the local government an effective way to promote building energy efficiency.The second part summarizes the general situation of building energy efficiency at home and abroad, and focuses on the study of development of building energy savings in foreign countries. It highlights the fact that in developed countries building energy efficiency are always largely improved by establishing energy saving management system, laying down public financial policies, enacting energy conservation standards, updating techniques, ameliorating materials processes. Based on such comparison, the author analyzes the drawbacks of energy efficiency management in China and in city of Changchun----China put in place the first building-energy-efficiency standard in 1996 and has proceed steadily related work since then, however, as a result of poor management, the implementation situation leaves much to be desired. Changchun set about the work in 1996 at the behest of the National Congress, and has gone through generally two phases of propagation and enforcement from then on. Some achievements have been achieved while problems still exist. The article studies the gap between home and abroad based on a comprehensive comparison and points out means to improve building-energy-efficiency management in Changchun.Based on the second part, the third part explores the main problems and crux in building-energy-efficiency management---- The author first analyzes the two aspects of the problems from a macro view which are regulation system and social environment and then explores further into problems in Changchun with regard to the following aspects:First, weak public awareness, the economic growth depends heavily on resource-intensive industries which are always ineffective in resource utilization and output; Second, imperfect regulation systems, although local standards have been set. they have to be improved as time goes on; Third, poor implementation of supporting policies which is mainly manifested as impeded reform of urban heat supply system; Fourth, imperfect managerial structure and system; Fifth, less developed supporting techniques, including incompetency of architectural designers, under-development of corresponding energy saving techniques and imperfection of products.On the basis of analysis in the second and third part, the author discusses measures to improve building-energy-efficiency management work in Changchun and points out several means as follows:The first is to strengthen public awareness of energy conservation. The government needs to adjust the working objective into such one as focusing on energy, land, water, materials savings and environmental protection, scientifically preparation of urban and rural planning, and vigorously promote the building energy efficiency work.The second is to establish standard system, with regard to the actual situation of social environment in Changchun City.Third, put supporting policies into effect. Local governments should establish special funds; remitting fees and laying down preferential tax policies, making full use of various channels to raise building energy efficiency funds; issuing preferential policies to increase energy conservation efforts, steadily proceed in urban heating facilities, and carry forward heating supply measuring systems.Fourth, rationalize the regulatory system by establishing a coordinated managerial authority system to enhance sound supervision and management.Fifth, direct public and media opinion, enhance public awareness through various channels.Sixth, improve technical support. Organize more training program, stimulate technology innovation, strengthen energy-saving testing institutions, and carry out research on difficulties and bottlenecks encountered in practical work.These measures are strongly practical and feasible, and would promote further development of the building-energy-efficiency management work in Changchun. |
