Along with the development of the economic and the improving of people's living standards, the building energy crisis grows higher and higher, and become a major constrains of the economic and social development. Building energy emissions of carbon dioxide and sulfur dioxide which is the main ingredients pollution we emission into the atmosphere. Building energy efficiency becomes the priority area of the energy efficiency and environment protection.Beijing is the capital of China and also the economic and cultural center of China. Beijing will host the Olympic Games at the year of 2008, so it will be more string in the energy supply and environment requirement. For this reason, this paper chose the building energy efficiency program as a research subject. Additionally, the statistic data of Beijing is more advanced than other cities. The purpose of this study was to explore urban construction planning in the energy-saving methods.This paper introduced the definition of the energy efficiency and the research situation, then giving a description the status quo of the building energy efficiency in Beijing. According to the research of current building energy efficiency in Beijing, this paper analyzing the potential of building energy efficiency in Beijing. This paper used pluralism linear return method to forecast the building energy demand of Beijing in the year of 2010. On this basis, the paper got the planning goal of building energy efficiency, and discussed how to achieve the goal of energy efficiency renovation of existing building and how to full implement the 65% energy efficiency design standards of the new building. Finally, the paper gave some protection measures to realize the goal of building energy efficiency, including the regulation and standards system perfect and some economic incentive policies.
