Since the reform and opening-up,great achievements have been made in Chinese construction sector.A large number of megaprojects,such as the Qinghai-Tibet railway,the Beijing-Shanghai high-speed railway and the Hong Kong-Zhuhai-Macao bridge have been built successfully.However,there are many "pain points" in project management activities,which need to be further improved for a higher project performance.How to manage project effectively in the context of imperfect engineering system,is extremely meaningful for high-quality construction development.Thus,this study aims to reveal the scenarios of project management,explore the conducts and improvement paths of project management capability.This paper explores the imperfect characteristics of engineering systems under China’s rapid development background based on the analysis of irregularities.Then,the concept and equation of "energy" were adopted to define the constructs of project management capabilities.And the improvement paths of project management capability as well as measures were proposed.The main research contents are as follows:(1)This paper first defined the imperfection of construction management and proposed seven phenomena in construction engineering system from the view of philosophy.The study decomposes the elements and structures of the engineering system using the ecosystem nesting theory and the Physics-Action-Human-Responsibility(WSR)methodology.Then,the “energy” tool was adopted to explore the imperfection of engineering system.The results show that it is the energy imbalance,namely,the deviation between the actual energy(supply side)and the standard energy(demand side),that leads to the imperfection of the engineering system.(2)Based on the cognitive mode and classification form of generalized energy theory,the paper defined the types and classifications of energy in engineering systems,developed an energy framework illustrating how energy flows in engineering systems.Further,a generalized energy equation was built based on this framework,which provides a theoretical basis for defining the constructs of project management capabilities.Based on the theories of system dynamics,dialectical materialism,psychology,physiology,etc.,the reasonable range of energy imbalance degree setting is put forward,providing a theoretical basis for the improvement of project management capabilities under limited controls.(3)Considering the characteristics of state-owned construction enterprises,constructs of project management capability were determined from the view of the generalized energy equation.Then,the evaluation index system of project management capability and was built and the project management capability maturity model(PMCMM)was proposed.The improvement paths and measures improving efficiency of energy allocation and energy value under limited control were proposed so as to control the imperfection and improve the efficiency of project management.Taking A company as an example,this paper verified the validities of energy equation,PMCMM,the improving paths and measures of project management capability.The originalities of this paper are as follows:(1)The paper first defined the imperfection of construction management and proposed seven phenomena in construction engineering system from the view of philosophy(2)The energy framework illustrating how energy flows in engineering systems,as well as the generalized energy equation is developed.(3)The paper developed PMCMM,proposed the improving paths and measures of project management capability under the context of energy imbalance,so as to control the imperfection of construction engineering.This paper is the outcome of thinking in the work of project management practices and theoretical analysis.As to the implications,the results of this study advance our understanding of analyzing objective reality and solving practical problems.The presented study developed a unified analysis framework being capable of incorporating different factors,so as to solve the practical problem in a better way.The paths and measures proposed in this paper can serve as a management tool for solving practical problems in the practice of Chinese construction sector.
