Research On The Strategies Of Improving The Project Management Capability Of M Company

As a typical project-driven enterprise, the core of the real estate enterprises is tocreate value on project management. So in recent years, the real estate enterpriseshave paid more and more attention to project management. With a wealth ofexperience in project management, benchmarking enterprises gradually establish andimprove the project management model, which help them maintain a strongmomentum of development in the grim situation of the market. As a representative ofsmall and medium-sized real estate enterprises, the M company, which is lack ofstrong capital and resources,has less experience in project management and weakertechnology compared with the benchmark companies. The low level of projectmanagement capability leads to many problems that limit development of thecompany. Faced with fierce market competition and sluggish industry conditions, Mcompany needs to improve project management skills to enhance theircompetitiveness and seek long-term sustained development.This paper evaluates the project management capabilities and identifies the weaklinks and the corresponding improvement path based on assessment. Then improveproject management capability from three aspects, including organizationmanagement capability, decision-making capability and information managementcapability.First, change the organizational structure from function to balance matrix with aproject management support organization, PMO, in order to promote organizationmanagement capability. This will be conducive to solve multiple leadership, projectresource conflict, coordination difficulties between project and functional departments,uncontrollable project progress and performance and other issues. The PMO provides a higher level of support for projects from coordination of project resources andstandardizing the project management.Second, to improve decision-making capability, establish project performanceevaluation system based on KPI and BSC, and introduce AHP and SPA as theevaluation method to evaluate implementation on strategic target of M company. Theestablishment of the performance evaluation system, will make the project goals andobjectives consistent with the company’s strategic, helping firm assess the overallsituation of implementation of the project, but also help managers to detect andcorrect process of project management problems and accumulate experience forproject management work.Finally, construct project management information platform to improve thecurrent information system which is lack of business collaboration in order to improveinformation management capability. It guarantees information symmetry whileprovides reliable data for the project performance evaluation. Information platformfunction modules include investment management, quality management, schedulemanagement, cost management and marketing management. Managers will allocateproject resources more rationally and reduce project resource conflicts through theplatform which provides strong support for project management.The adjustment oforganizational structure and project management information platform constructionimprove the internal environment to carry out project management for the enterprise.And the project performance evaluation achieves the strategic objectives of thecompany through process control cycle.This paper proposes strategies of improving project management capability of Mcompany based on the scientific management theory and method, in order to providestrong support for future project management.It also provides some experience forsmall and medium-sized real estate enterprises that they can make a scientific andrational choice of strategies about how to enhance the ability of project management.
