A Study On The Transfer Of Regional Policy In China

The article takes the regional policy transfer in China as the research object,and puts forward the research proposition of "policy re-construction" on the basis of combing the research tradition and reflective "ideological trend" of policy transfer,that is,the regional policy in China experiences "explanation" and "construction" in the process of policy transfer.At the same time,the diachronic evolution of China’s regional policy transfer practice was examined from the two dimensions of "innovation source"and "propagation path".On this basis,the realistic basis of the "policy reconstruction"proposition was expounded.This paper regards policy re-construction as an influential variable of policy transfer result.By using comparative qualitative analysis,grounded theory and multi-case study,the mechanism of policy re-construction effect on policy transfer result(policy form and performance)is discussed from two dimensions of process and embedded structure.As an important way of local policy supply,policy transfer has its own space to construct.Finally,the paper discusses the target orientation and optimization strategy of the regional policy transfer in China.The "policy reconstructing" proposition in China’s regional policy transfer only has a practical basis in a specific historical period.Through the historical investigation of the practice of local policy transfer in our country,the time coordinate of this proposition has been determined.This paper analyzes the possibility of "re construction"in the transfer of regional policy from four dimensions,namely,the relationship between the central and local governments,the motivation of the local government,the decision-making system and the attribute of public policy.The "reconstruction" in the transfer process constitutes the influence variable of the policy transfer performance.This study further explores the mechanism of its effect on the policy(transfer)performance from the two dimensions of embedded situation structure and process.Although the policy transfer research in China is relatively late,the practice of regional policy transfer in China has a long history.The diachronic evolution of China’s regional policy transfer has been examined from the two dimensions of "innovation source" and "transmission path".From the founding of New China to the period of reform and opening up,the transfer of China’s regional policies was in the "external control-radiation" model.When it came to the beginning of reform and opening up(1978-2000),the "internal drive-absorption" model was added.When it entered the 21 st century,the "inside drive-following" and "external control-following" modes were added.Judging from the degree of enforcement,the current transfer of regional policies in China can be divided into three types:voluntary,mandatory,and advocacy.In the voluntary and advocacy types of policy transfer,there is a large "interpretation" and"construction" space for local policy subjects,and the "variation" of policy in the transfer process that domestic scholars are concerned with is merely its external appearance.This also constitutes the era background of the "policy construction in the transfer process" proposition.Policy transfer mean changes in the context of the policy.Introducing the concept of "embedding" in the socioeconomics of new economy.This study describes the transfer of regional policies in our country as a process embedded in the regional situation of policy introduction,which is affected and restricted by the regional situation of policy introduction.The policy situation can be divided into three levels:micro,medium and macro.The micro level refers to specific specific policy situation,including the main factors of decision-making body,policy transfer network,policy problem attribute,existing policy system and so on.The middle level is the structural layer,including the system,organization and other factors.The macro level includes macro environmental factors such as economy,culture and society.There are differences in the attributes of different levels of context,and the low-order levels are affected and restricted by higher levels.Through the qualitative analysis(QCA)of"River-chief System" transfer in 12 prefecture-level cities in Jiangsu Province,the article examines the influence of situational factors on policy transfer.However,subject to observability,the examination of this effect is limited to the apparent "change" in policy content(product of policy reconstitution).The study initially validated the impact of policy context elements on policy transfer outcomes(policy-conspicuous content changes).Situational elements often function in the form of "combinations",and the explanatory power of individual context elements is not significant.The research on the process of policy transfer is mainly based on the following approaches:the stage of the policy process,policy learning,prospective assessment,the specific policy elements(knowledge,information,etc.),and the policy conversion.This chapter is based on the data(multi-sources)of "River-chief System" transfer in a prefecture-level city in Jiangsu Province.It adopts a method of grounded theory to summarize and construct the "process-output" model of regional policy transfer in China.On this basis,a series of theoretical propositions have been further formed,including the "multi source flow" of triggering policy transfer,dual interactions in policy reconstruction,three construction mechanism,and the " combination" theory of the result of policy transfer.Taking the "process-output" model as the analytical framework,a multi-case study was conducted on the "River-chief System"transfer in three prefecture-level cities in Jiangsu Province to further validate and correct the above theoretical propositions.The analysis of policy transfer process and embedded situation structure represent two kinds of analysis strategies in social science research,namely "structureinstitution" analysis and "process-event" analysis,but these two analysis strategies have their limitations.Neither process factors nor structural factors alone can explain the effectiveness of policy transfer.This study draws on the research results of others and builds a "structure-process" analysis model.Using the "situational adaptation degree" to describe the context structure dimension and the "policy conversion level"to describe the process dimension,this paper formulates a classification framework for policy transfer and defines four types of policy transfer:heuristic,symbolic,follower,and fusion.Through representative cases,the characteristics and performance of different types of policy transfer were discussed.Through the analysis of the " structure-process" of China’s local policy transfer,it is found that although the transfer of local policies in China is influenced and constrained by the situational structure,it is not entirely determined by it.The performance of policy transfer is also affected by the subjective initiative of the people.As a governance tool,there is still room for shaping the transfer of local policies in China.Based on this judgment,the sixth chapter discusses the goal orientation of the transfer of regional policy in China in the normative sense,that is,to guides the modernization of local government governance.Based on the theoretical perspective of structural functionalism,the article constructs assessment dimension for the modernization of local government governance.Based on this,it proposes the inspection point for the modernization of local government governance,that is,the specific target orientation of policy reproduction.Finally,three optimization strategies for the transfer of regional policy in China are elaborated in detail:the shaping of the main body,prospective evaluation,and policy knowledge management.
