The Brief Analysis Of Lao’s Policy Transfer

As a conduct from closeness to open diplomacy, Policy transfer is a policymaking method always there in a country’s policy practices. Policy transfer isbecoming more and more popular and globalized with economic globalization,marketization and informatization accelerated around the globe. Policy transfer hasbecome a very useful policy making method for nation-state to learn from other’sexperience and lessons in order to integrate into current international politicaleconomic order. This paper analyzes the policy transfer in Laos: first, the concept ofpolicy transfer and the theoretical framework of public policy transfer amongcountries; second, the history of development of public policy transfer in Laos in threephases from1970s to the present; third, the problems especially which in LaoGovernment, Laos’ own policy and policy environment during policy transfer; fourth,the countermeasures to the existing problems, especially to enhance governmentaldecision making ability, overcome the restriction the old policy to introducing the newone and reduce the conflict between transferred policy to local resources. The authortries to explore all the three aspects above to offer his own idea on perfecting publicpolicy transfer in Laos.
