Research On The Effective Connection Between Poverty Alleviation And Rural Revitalization In Ethnic Minority Areas

The issue of "agriculture,rural areas and farmers" is a fundamental issue related to the national economy and people’s livelihood,and has always been the top priority of the whole party’s work.In recent years,the CPC Central Committee and the State Council have successively issued a series of relevant policy documents,all of which have made arrangements for the effective connection between the two.Studying the effective connection between poverty alleviation and rural revitalization is conducive to consolidating and expanding the achievements of poverty alleviation,realizing the second "one hundred years" struggle goal,realizing the common prosperity of all people,and providing China’s plan for solving the world poverty problem,which is very important for the healthy and rapid development of China’s economy and society.Due to complicated reasons such as natural history and society,ethnic areas have always been the short-board areas for China’s poverty alleviation and rural revitalization,and are also the pain points and blocking points for China’s comprehensive rural revitalization and agricultural and rural modernization.Therefore,actively exploring the path of effective connection between poverty alleviation and rural revitalization in ethnic areas can achieve comprehensive revitalization and development in ethnic areas,which is of great significance to China’s political peace and stability,healthy economic development,social harmony and order,and national unity and progress.Xiangxi Autonomous Prefecture is a typical minority settlement dominated by Tujia and Miao ethnic groups.As the first place of the important exposition of "precision poverty alleviation" and the main battlefield of fighting poverty in Hunan Province,after years of continuous efforts,all counties(cities,districts)in Xiangxi Prefecture have lifted their hats off poverty,completely got rid of absolute poverty,and achieved remarkable results in effectively linking poverty alleviation and rural revitalization.However,due to the lack of stamina of rural industry development,the shortage of human resources,the serious phenomenon of rural "hollowing out" and the defects of rural governance,there are still some problems in the process of effectively linking poverty alleviation and rural revitalization,such as the unsmooth system and mechanism,the insufficient endogenous power of the main body,the weak ecological support,the weak economic foundation,and the declining rural culture,etc.We need to consider countermeasures from the aspects of promoting industrial prosperity,cultivating talents,building rural civilization,developing ecological agriculture,and improving rural governance.The research mainly uses literature research and investigation research.Firstly,the guiding ideology,organizational structure and consciousness orientation of this paper are established by collecting and sorting out the relevant literature and materials at home and abroad on the effective connection between poverty alleviation and rural revitalization in ethnic areas.Secondly,a field survey was conducted in villages A,C,H and L in Jishou,Fenghuang,Huayuan and Baojing,western Hunan,and a combination of questionnaire survey and individual interviews was used to obtain fresh information on the effective connection between poverty alleviation and rural revitalization in ethnic areas,which provided data support for the paper.Analyzing the problems and causes in the effective connection between poverty alleviation and rural revitalization in ethnic areas,and exploring the path of effective connection between poverty alleviation and rural revitalization in ethnic areas can provide realistic reference for consolidating and expanding the achievements of poverty alleviation in ethnic areas,realizing sustainable poverty alleviation and high-quality poverty alleviation,and comprehensively promoting the implementation of rural revitalization strategy.
