Research On Evaluation Of Public Service Supply Capacity Of Local Government

It is the basic responsibility of modern government to meet the public demand and provide high-quality and efficient public services to the public,which is also an important indicator to measure the supply capacity of government public services.With the rapid development of social economy and the improvement of people’s material living standards,the public demand for public services is increasing,especially for high-quality public services,and the demand for the government’s public service supply capacity is also higher and higher.Xi Jinping pointed out:"socialism with Chinese characteristics has entered a new era,and the main contradiction of our society has been transformed into the contradiction between the growing needs of people’s life and the development of imbalances." Therefore,how to adapt to the new situation,improve the supply capacity of public services,and provide more just,more quality and more suitable public services for the public has become an important issue facing the current Chinese government.Capacity is a relatively abstract and complex concept.How to define,reflect,measure and evaluate the public service supply capacity of local government is still a problem in the academic circle.Around the supply practice of local government public services,there are always the following problems:why can some local governments provide more and better public services than other local governments?What factors affect the local government’s public service supply capacity?How to evaluate the supply capacity of public services?This paper attempts to answer the above questions,focusing on the research of local government’s public service supply capacity,combining with the concept,level and influencing factors of public service supply capacity,to build a theoretical explanation framework of public service supply capacity with explanatory power.Based on the stage process of supply,this paper divides the supply capacity of public service into four levels:the ability to absorb,the ability to integrate,the ability to produce and the ability to benefit,and constructs an evaluation index system with 54 basic indexes combining the influencing factors and the supply field.On this basis,this paper takes Yunnan Province as a case,uses Entropy TOPSIS method to analyze the public service supply capacity of Yunnan Province,and then verifies the evaluation results by questionnaire.Based on the theoretical construction and empirical analysis,this paper makes a reflection and summary,and expounds the contribution of this study in theory and the Countermeasures in practice from the two aspects of theory and practice.This paper draws the following conclusions:First,the output capacity is the most important capacity in the supply capacity of public services,which has the greatest impact on the supply capacity of public services.The actual output level of local governments to provide public services is an important indicator to measure the supply capacity of public services.Second,the supply capacity of public services is affected by resources and output.The degree of influence is different.Some factors are positive(such as population density,average years of education and other indicators),and some are negative(such as urban-rural income gap,maternal mortality and other indicators).Third,public service satisfaction is affected by micro individual characteristics and macro-economic data,with different degrees of influence.Among them,gender,age,nationality,occupation,marital status,residence,education level,family income,family size,GDP per capita,financial income per capita and other variables of the public have no significant impact,while the time of the public living in the local area and the impact on the public are not significant The evaluation of changes in shared services,the evaluation of local economic and social development,and the evaluation of government administrators have a significant positive impact.Fourth,public service satisfaction can be used to test the evaluation results of public service supply capacity,to measure whether the objective evaluation of public service supply capacity is consistent with the subjective feelings of the local public,and to analyze the reasons behind it can make the local government improve the public service supply capacity more relevant and targeted.This paper tries to build a theoretical framework and operable evaluation index system for the study of public service supply capacity based on the existing literature,hoping that this study can be helpful for the improvement of local government’s public service supply capacity.Although it is difficult for any theoretical framework and evaluation index system to exhaust all the characteristics of the research object,under the premise that the specific indicators and weights can be adjusted appropriately,the basic framework constructed can remain stable in a certain period of time,and will be constantly revised and gradually improved in the future research.
