The city is the epitome of human civilization.The continuous progress of China’s urbanization process,not only brings a convenient life and public services for the urban residents,but also causes many urban problems.Traffic congestion,deterioration of the ecological environment,excessive population expansion and other issues have put China’s urban development into a bottleneck.This situation has also further exacerbated the social contradictions and conflicts,and brought security risks to the social order.At present,most of the scholars and experts are focusing their research on the city’s comprehensive carrying capacity.The urban public service carrying capacity of the research efforts and depth is still in its infancy.In addition to enriching the relevant research work in theory,the study of the carrying capacity of public services in metropolitan areas can also help the megacities to optimize the allocation of resources and achieve the goal of balanced and sustainable development.Based on the theory of effective supply of public goods and the theory of urban comprehensive carrying capacity,this paper quantitatively analyzes the carrying capacity of public services in megacities.The main methods adopted are Analytic Hierarchy Process and Correlation analysis,which provides a new perspective and method to enhance the public service carrying capacity of megacities.The main research work and conclusions of this paper are as follows:Based on the scientific evaluation index system of urban public service carrying capacity,this paper analyzes the typical megacities represented by Beijing,Shanghai,Guangzhou and Shenzhen of China,and finds out the scientific scheme to strengthen and improve the carrying capacity of public service in megacities,and then realizes the relevant regional urban agglomeration and the coordinated development of economy and society.The multi-angle analysis of the public service carrying capacity of the megacities shows that the supply of public services in megacities has not yet fully met the demand,but the overall trend has become good.The capacity of public services in metropolitan areas improved between 2005 and 2015.However,it should also be noted that the pressure on public service systems and population in megacities are increasing and the effective provision of public services still has a long way to go.The capacity of public service in large cities is highly correlated with public service supply and government regulation,and weakly with the degree of pressure.The key to enhancing the public service carrying capacity of the megacities is to enhance the supply of public services and the degree of government regulation.While strengthening the supply and regulation,we will control the size of the pressure and improve the supply and demand matching of the urban public service. |
