Research On Index Construction Of Evaluation On The Safety Of Production Capability Of Public Service In Chengdu

In this paper, it will build the evaluation system of security index with the theory of security production and relevant information on the government departments. It takes a combination of theoretical and practical method to analyze the construction of rationality, scientificalness and feasibility on the model from three dimensions. Specific evaluation about system model of public service in safety production, divides 6 index, including government’s regulation ability and public oversight capacity to the safety protect, the ability on the rule of law, technology and equipment, accident prevention and comprehensive management capabilities, security accident rescue and emergency response capabilities, safety knowledge educational capacity. It also includes 17 two indicators and 37 three indicators. Through the evaluation in the scientificalness, rationality and feasibility from three dimensions, it will draw the necessity of establishing evaluation system model on the safe production of public service capacity.To evaluation index system on the production safety, this paper is divided into the following sections:The first part is an introduction. It will have a brief analysis of the issues, current research on safe production of public service capacity.And they are analyzed and summarized the research ideas and methods.The second part is the part of the relevant concepts and theories. According to the basic concepts and theories of the index system of production safety, it will introduce public service capacity, production safety and other public service capacity building with a new public service theory and analytic hierarchy theory.The third part of production is the safety index building about evaluation system on the public service capacity of security product. It is mainly on the index system of factors, including the six dimensions and three indicators. They are introduced specific meaning to the final form of a comprehensive safety production capacity of public services evaluation.The fourth part is to take an analysis about the rationality of index system. It will mainly tell three parts about the logic of rationality, reasonableness screening indicators and realistic rationalityThe fifth part of public is to the scientific analysis, including quantitative indicators of scientific methods and analysis based on the ways of Delphi and AHP index building.The sixth part is to the feasibility analysis. It takes an example of Chengdu safety production of public service capacity on the six dimensions of evaluation, to analyze the various dimensions of development.The final part is of the main conclusions, deficiencies and outlook.
