A Study On Evaluation And Promotion Strategies For Local Governments’ Public Service Supplying Capacity

Local government’s public service supply capacity is the source and basis of local government governance performance legitimacy, but also the measurement of public service capacity. At present, there is still a big difference between the supply level and demad level of public service. Therefore, it is very important to construct the evaluation system of public service supply capacity. It has vital practical significance to recognize problems existed in the supply of public services and improve the supply level.The capacity of public service supply is mainly embodied in three aspects:supply scale, supply efficiency and supply equalization. Supply scale refers to the public service expenditure of government by the influence of the economic development and spending intentions. Supply efficiency is the extent which the The input and output of public resources of the local government. Supply equalization is the level of configuration equilibrium in the region and urban-rural. In view of understanding of above-mentioned, this article has established a set of evaluation system which consists of supply scale, efficiency and equalization, as an analytical framework for assessing the supply capacity of local government public services.Based on the above analysis framework, this article has analyzed the present situation and ability of the supply scale,efficiency and equalization of public service in Zhejiang province, discussed the reasons of the problems and the countermeasures. Specifically, Zhejiang’s public service supply capacity has been improved but still failed to keep pace with the economy development, not to mention meeting the entire social demand. The specific performance is that the supply of public services is still insufficient compared with the economic development, supply relative efficiency just at a medium level across the country, and there is no significant increase in ten years, Between the regional and urban-rural still exist the problem of uneven distribution of public resources, significant differences in the level of service. Moreover, with deep-rooted causal analysis, this article has found out that the main reason for these differences are irrational financial expenditure structure, single supply channel; Mismatching administrative and financial rights, insufficient supervision; imbalance in regional developmen, urban-rural dualism. Based on this, the author put forward to improve the fiscal institution system and supplying system and provide more sufficient public service, Also, optimizing the supply structure, strengthening expenditure management are dependable methods to enhance supply efficiency. At last, the improvement of transfer payment system and narrowing of regional differences can promote the equalization of public service levels. All above are reliable path choices of facilitating public service supplying capacity.
