Research On The Theory And Practice Of Cyberspace Governance With Chinese Characteristics

The Internet is the product of the US military during the cold war.After the development stages of Local Area Network,PC Internet,mobile Internet and intelligent Internet,it has evolved into the fifth space,namely cyberspace after sea,land,air and space,which is highly integrated with the real society,and has a profound impact on global politics,economy,culture,society,military and other fields.In recent years,the "double-edged sword" effect of cyberspace has become increasingly prominent.Especially after the US surveillance program PRISM incident,the situation of digital geopolitics,cyber attacks,fake news and hate speech,information leakage,cyber crime is grim.The competition of information technology and data resources is increasingly embedded in the national strategy,ideology and sociocultural game of big countries.Traditional risks and new risks are complex and intertwined,and cyberspace is facing unprecedented new problems and challenges.Finding ways to take the initiative to break the ice in the new competitive space,seek advantages and avoid harms,and better govern cyberspace will greatly test the modernization of a country’s governance system and governance capacity.At present,different countries and regions are dissatisfied with the original governance pattern of cyberspace,adjust their cyberspace strategies,and form different policy systems and unique governance paths.However,due to the differences in systems,social environment and ideology among countries,the international community still has great disputes over what rules to formulate and what path to choose.A new cyberspace governance plan needs to be put on the agenda.For China,since it officially connected to the Internet in 1994,the Internet has entered thousands of households today.China’s cyberspace development has undergone the process of following,accompanying and achieving the leadership in some fields.China’s cyberspace governance has played an important role in China’s great leap from standing up,becoming rich to becoming strong.Especially since the18 th National Congress of the Communist Party of China,the CPC Central Committee with Comrade Xi Jinping at its core has explored a road of Internet governance with Chinese characteristics based on lessons learned from great struggles with new historical characteristics,and conditions of the world,the country,and the Communist Party,as well as great attention paid to the importance,development,and governance of the cyberspace.However,the international community has different evaluations on China’s cyberspace governance.Some countries and regions still have strong ideological bias and result presupposition,which leads to unjust evaluation or even malicious discredit and demonization of China.At present,the theoretical circle’s research on the formation of Chinese path of cyberspace governance needs to be further explored,and its necessity and importance is becoming increasingly prominent,especially the part with Chinese characteristics.In this context,this thesis puts forward the key topic of research-what the Chinese characteristics of cyberspace governance are.In other words,as a late developing country,China has gone through what kind of theoretical guidance and changes of cyberspace governance.We also want to know governance characteristics and experience that China has accumulated,differences between China and other countries in cyberspace governance,international evaluation China has received and world impact it has produced.In order to explain this meta issue more systematically,accurately and comprehensively,this thesis puts forward several sub issues to study respectively: 1)what is the theoretical basis of China’s cyberspace governance;2)What kind of practical exploration has China’s cyberspace governance experienced;3)What are the similarities and differences between China’s cyberspace governance and foreign countries;4)How does the international community evaluate China’s cyberspace governance and how we treat these extraterritorial voices;5)What is the connotation and development impact of Chinese characteristics of cyberspace governance.Therefore,from the standpoint of Marxism,and under the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era,especially General Secretary Xi Jinping’s important thought on boosting China’s strength in cyberspace,this thesis comprehensively investigates the theory,thought,characteristics and experience of China’s cyberspace governance from the theoretical and practical levels,and comprehensively summarizes the path and contribution of cyberspace governance with Chinese characteristics by using various methods such as text analysis,case analysis,comparative analysis and so on.This thesis holds the following thoughts.Firstly,the Chinese characteristics of cyberspace governance have a profound and rich theoretical origin,which is closely related to the localization of Marxism in China.Especially Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era and General Secretary Xi Jinping’s important thought on boosting China’s strength in cyberspace provide us with scientific guidance and right direction to understand this issue.Secondly,China’s cyberspace governance has experienced an historical evolution,including the preparatory period,the initial period,the development period and the deepening period.The Chinese characteristics of cyberspace governance have been tested by practice and still have strong vitality in the new round of information technology reform.Thirdly,Chinese and foreign cyberspace governance paradigms have learned from each other.Compared with cyberspace governance of advanced developing countries,Chinese cyberspace governance is different in the governance concept and governance subject structure.However,there is a trend of increasing convergence in governance objects and governance methods.Fourthly,the Chinese characteristics of cyberspace governance have caused a misunderstanding of the rise and expansion theory,a fallacy of threat Cybernetics and a evaluation of development interaction theory in the international community.We choose to respond by objectively looking at the basic facts and existing differences,and actively and rationally facing excessive praise and questioning.Fifthly,Chinese characteristics are with rich connotation in cyberspace governance.This is mainly reflected in General Secretary Xi Jinping’s important thought on boosting China’s strength in cyberspace and embodied in the following aspects,namely adhering to the Communist Party’s leadership over cyberspace governance,adhering to the people-centered development thought,adhering to both theoretical innovation and governance practice,and adhering to the balance between independence and open cooperation,as well as the three characteristics of generality,particularity and guidance.Chinese characteristics of cyberspace governance vividly elaborate the strong vitality of Marxism,promote the modernization of national governance,encourage the benign reform of the international cyberspace governance system,and expands the ways of global cyberspace governance,especially by providing a new choice for the majority of developing countries.Of course,the Chinese characteristics of cyberspace governance are not perfect.They follow the trend of history and continue to evolve and progress.At the same time,due to different cognition at home and abroad,ideological differences,rigid thinking,path dependence and fragmentation of management mechanism in the implementation of specific policies,China’s cyberspace governance is faced with higher requirements in innovation.Finally,this thesis puts forward that under the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era,especially General Secretary Xi Jinping’s important thought on boosting China’s strength in cyberspace,China needs to accurately grasp the law of cyberspace governance,give full play to the institutional advantages of socialism with Chinese characteristics,and actively promote the China plan for cyberspace governance in key areas such as core technology breakthrough,network information content governance,international governance,talent guarantee,International communication by strengthening top-level design and deepening original theories of network sovereignty,cyberspace community of destiny and network comprehensive governance.This is of great significance in building a new pattern of higher-level cyberspace governance,accelerating the realization of Cyberpower,promoting the modernization of national governance system and governance capacity,and building a socialist modern power in an all-round way.
