| This paper analyzes the concept and theory of talent policy and quality.By following the way of "structure-process",developing the concept of talent policy quality and functional positioning.We believe that the quality of talent policy is the reflection and reconstruction of the value orientation,content design and implementation strategy of existing talent policy.It is a theoretical system of policy evaluation on regional talent policy content quality,subject interaction level and talent satisfaction under the guidance of quality concept,with the requirements of "integration","refinement" and "wisdom".On this basis,we identify the components and main features,clear mechanism pedigree and architecture.The research shows that the effective way to improve the quality of talent policy is to improve the top-level design mechanism of talent policy,accurately identify talent demand,and build a platform for jointly building and sharing talent policy cooperation and intelligent service platform.This study enriches the existing research results on the quality of public policy,expands the theoretical research paradigm of public policy,and is conducive to the construction of the theoretical system of public policy with Chinese characteristics.At the same time,it has important theoretical value and practical significance for solving the dilemma of "fragmentation" of talent policy and optimizing the process of talent policy.Amos-lierel method is adopted to extract the factor structure of talent policy quality and clarify its key elements.By establishing the talent policy quality evaluation scale,the adaptability of the original data was tested,performing aggregation and correlation analysis,exclude disturbance terms,construct linear functions of principal component factors,and clarify their variance contribution rate and factor loading.And then clarify the relationship between the main dimensions and factors of talent policy quality.This paper is divided into nine chapters:First,The key problems to be solved,research significance and research methods.Chapter 1 is the research background,key issues and research methods of this paper.It carries out a domestic and foreign research review,and carries out bibliometrics analysis and review based on Citespace.Find related research results is to focus on more individual cases of regional talent policy summary and theoretical guidance,narrow,the lack of strong theoretical support and rare from the perspective of talent quality policy system in-depth analysis,not only to adapt to the old industrial cities talent policy situation,also contributed to the talent policy path between the huge tension value choice and practice.Second,chapter 2 sorted out the theoretical basis of this study from the development theory of old industrial cities,public policy analysis theory,human capital theory and quality management theory,defined the concepts of talent,talent policy and transformation and upgrading of old industrial cities,and cracked the concept connotation of talent policy quality.The quality of talent policy which is the public sector to build high quality talent team,power transformation and upgrading of the city as a starting point,to optimize the personnel policy process,improve and perfect the talent personnel policy ecology as the basic content and the floorboard of the tangible products and intangible services,is the "attract talent","incentive talents" and "retain talent" the policy of attraction and the city identity.Chapter 3 reviews the historical evolution and implementation status of China’s talent policy,and gives a deep insight into the evolution logic and practical characteristics of China’s talent policy.On this basis,the Zi Gong,Chong Qing metropolitan area,the current situation of Shi Zui Shan,Liu Pan Shui,which experienced a case of typical areas such as analysis,to build the western policy under the background of the old industrial city transformation and upgrading of talent quality model provides the case.Third,the fourth chapter on the theory of quality management theory,combined with the background of the transformation and upgrading of old industrial cities in the west and build the theory of talent policy quality model,and according to the characteristics of talent policy practice model further subdivided into talent personal characteristics,the policy process,policy,three main ecological structure and 11 potential research variables,16 group research hypothesis.Chapter 5 is the data collection and sample processing based on the index dimension in the theoretical model,which has a direct understanding of the quality of talent policy in the old western industrial cities such as Zi Gong,Chong Qing metropolitan area,the current situation of Shi Zui Shan,Liu Pan Shui.Fourth,chapters 6 to 7 are empirical studies.Takes the form of questionnaire survey,the data collected,and the use of Amos Lisrel structural equation model to empirical analysis on the sample data,adaptive inspection,carry out polymerized and correlation analysis,eliminate the disturbance,clear the variance contribution rate,load factor and path coefficient,to verify the assumptions of the model is valid path relations.The results show that talent satisfaction and talent policy attraction are subjective quality and objective quality respectively,and influence the talent policy quality to different degrees mainly through the three dimensions of talent individual characteristics,policy process and policy ecology.Among them,the personal characteristics of the talent expectation for talent satisfaction,perceived quality,perceived value has a more significant direct impact on,among them,the negative influence on the former two,and has a positive influence and perceived value,do not agree "expect" phenomenon,show that in the process of talent policy execution to guide the talent to form a reasonable expectation,avoid exaggerating,content and effect of the policy to prevent talents because of the quality of the high expectations and the actual perception is not consistent with satisfaction when the disturbance,etc.The perspective of policy process mainly refers to the indirect effect of perceived quality of talents on policies formed by policy awareness and policy content,as well as the direct effect from perceived quality to perceived value,talent satisfaction to policy identity,and finally to the formation of urban belonging.Policy popularity,the content of these two quality factor,through the perceptual quality of perceived value and personnel satisfaction form influence,and their children to school and education services,medical and health conditions,factor scores of social governance,is the factors affecting the perceived quality is significant,and perceived quality is the impact on the quality of people’s satisfaction is the most important factor.This requires the old industrial cities in western China to build a high-quality talent service system,focusing on improving the quality of education services,medical and health services and public cultural services.How to improve the responsiveness and humanization of talent policies will be the factors to be considered in the transformation and upgrading of the old western industrial cities.Effective talent policy process and good talent service system will make talents identify with talent policies and increase their willingness to stay in the local area for long-term development and settlement.For the policy environment,policy environment,the resources endowment is its constituent factors,and the personnel quality of service through personnel satisfaction influence talent in the area of the sense of belonging,policy also strengthens the personnel satisfaction to form urban sense of belonging,therefore,people expect as initial variables of the model,the policy as an intervening variable of the model.Fifth,chapters 8 to 9 are part of problem diagnosis and conclusion based on empirical research.The research shows that: the talent policy ecology,the content of talent service and the individual characteristics of talents form the main structure of the talent policy quality from the macro,medium and micro perspectives.In the process of optimizing talent policies,local governments should respond to talent needs and respect individual characteristics.To improve the quality of talent service as the foothold,to create a talent policy ecology as the key point,comprehensively improve the effectiveness of talent policy,so we can build a policy environment and development platform conducive to talent innovation and entrepreneurship,and realize the benign interaction of "talent aggregation--urban transformation".This study enriches the existing research results of talent policy,and has important theoretical value and practical significance for breaking the "fragmentation" dilemma of talent policy and promoting the transformation of old industrial cities.First of all,it is the premise to improve the quality of talent policy in the old industrial cities in the west.We should deepen the construction of the party’s talent management strategy mechanism,and combine it with urban transformation and upgrading.The second is to guide talents to form reasonable expectations,build talent policy brand,improve talent awareness is to help the transformation and upgrading of old industrial cities talent policy quality foundation.Third,adhering to the concept of high-quality personnel service,combining with the trend of industrial upgrading,and responding to the demand for talents accurately are the core of improving the quality of personnel policy.Fourth,policy identity and city sense of belonging are the key to improve the quality of talent policy.On the basis of improving the talent policy co-governance mechanism,we should create a policy environment for "talent development".Sixth,chapter 9 elaborates and summarizes the research conclusions. |
