Study On The Industrial Structure Factors Of Brain Drain In Western Central City

Xi’an with the characteristics of profound history,high political position and abundant resources is considered as one central city in West China.The non-economic conditions in Xi’an are similar to those in Chengdu also located in West China.However,the degree of brain drain in Xi’an is more serious than that in Chengdu.According to related data in Annals of Statistics,the proportion of population emigration increases from 0.71 to 1.44 in Xi’an and decreases from 0.64 to0.54 in Chengdu since the year of 2001.This data reflect that Xi’an has become the city characterized as net outflow of population while Chengdu the net inflow of population.Flow of population quantity is not brain drain data directly,but from a certain extent,shows a city’s ability to attract talents which can be considered as indirect measurement of the degree of brain drain of the city.For another example,Xi’an and Chengdu both have numerous universities,but the proportion of university graduates choosing to go to other cities in Xi’an is higher than that of Chengdu.What are the reasons for the brain drain in Xi’an which is so similar or even better than that of Chengdu?This paper analyzes reasons of brain drain in Xi’an which is more serious than that in Chengdu from the geographical environment,policy environment and economic development level factors,Chengdu depends on Chengyu economic circle of the superior geographical position and more attractive and competitive policy environment to promote the economic development,to attract more talent.That is to say,economic development level is the most important decisive factor,then further exploration of the deeper reason to affect the economic development level making Chengdu as reference may help Xi ’an to solve the problem of brain drain.This paper establishes Simultaneous equation model to analyse causes of brain drain phenomenon in Xi’an From an industrial structure perspective in accordance with New Structural Economics Theory.The conclusion shows that industrial structure contrary to the comparative advantage has an adverse effect on the economic position thus serious brain drain in Xi’an.This conclusion provides theoretical support for policy making of arranging industrial structure in accordance with its comparative advantages to solve the brain drain problem:Xi’an should be based on the comparative advantage for the future development,relies on the quality of talent cultivation systemto retain talent to match the talent structure and industrial structure,and promote economic development which can retain and attract talent to form a good circulation of economic development and talent attraction.
