The Impact Of The Talent Settlement Policy On The Upgrading Of Industrial Structure

In the context of economic globalization and the rapid development of high and new technology,both developed and developing countries are actively promoting the upgrading of industrial structure,the industrial transformation and upgrading shift from labor-intensive and capital-intensive industries to knowledge-intensive and technologyintensive industries.Compared with developed countries,China's industrial structure upgrading is slow and China is stilling facing problems such as insufficient follow-up of high-tech industry development,irrational internal structure of the three industries,etc.This highlights the necessity and urgency of accelerating the transformation and upgrading of industrial structure in China.In the era of knowledge economy,talents are the core elements that affect the upgrading of industrial structure.Therefore,globally,the competition for talent resources between countries and regions is very fierce.In order to attract and retain talent,it is necessary to solve the housing problem of talent,because the rising housing prices have increased the cost of living for talents and affected the flow of talents within the region.In order to solve the problem of talented people living and working,optimize the working and living environment,and create a good atmosphere of innovation,local governments have promulgated policies on talented people's housing.Some scholars have studied the relationship between talent housing policy and scientific and city's technological innovation ability,so whether the talent residency policy will affect the upgrading of industrial structure,what are the impact pathways,and how the effects are all worth studying.This paper analyzes the effect of talent residency policy on the upgrading of industrial structure by sorting out the current situation of talent settlement policy and industrial structure upgrade.Based on the panel data of 286 prefecture-level cities in China from 2002 to 2018,this paper measures the level of industrial structure upgrade from three perspectives: the integral upgrade of industrial structure,the high level of industrial structure,and the rationalization of industrial structure.First,the benchmark regression model is constructed,the test results are obtained and the robustness test is passed.Then,the intermediary effect model is established to test the effects of human capital accumulation,knowledge economy and labor productivity.Further verify the intermediary effect of the policy on the upgrading of industrial structure.Finally,the paper analyzes the regional heterogeneity of the upgrading of industrial structure?(1)The policy has promoted the integrate upgrade of the industrial structure,heightened industrial structure and the internal upgrade of the service industry.It has not promoted the coupling development between industries and has a restraining effect on the rationalization of the industrial structure(2)The intermediary effect of the policy on the integrate upgrading and heightened industrial structure is significant.The policy promotes the regional human capital and the labor productivity in the industry,and promotes the development of knowledge economy.Through the accumulation effect of human capital and the effect of knowledge economy,it promotes the integrate upgrading and heightened industrial structure,but the intermediary effect of labor productivity effect on the heightened industrial structure is not significant.(3)There are differences in the upgrading effect of the policy,which shows that the effect of the western region is stronger than that of the central region,followed by the eastern region.The integrate upgrading and the internal upgrading effect of service industry in the western region are obvious.The central region only promotes the internal development of service industry,while the eastern region has no significant upgrading effect.Therefore,in order to promote the upgrading of the industrial structure,local governments should improve the incentive system,strengthen the top-level design,and build a multi-level and multi-channel talent housing security method.It is also necessary to refine the classification of talents,expand the guarantee scope of the policy,optimize the rational allocation of talent resources,and combine the policy with the development goals of the local industrial structure.Then local government could improve the personnel training mechanism,improve the quality of human capital,and accelerate the upgrading of the industrial structure.With regard to the construction of talented housing,local government could actively promote the development of talented communities and enhance the atmosphere of innovation through the gathering of talents.Finally,it is possible to improve the level of labor income,change the regional consumption structure,and optimize the space for industrial structure development.In the context of economic
