This dissertation takes the Sino-foreign cooperative university as the research object,adopting the Balanced Scorecard Theory,Strategic Map Theory,Comparative Advantage Theory and Competitive Advantage Theory from Strategic Management Theory as the analysis framework,using text analysis,comparative analysis and case analysis method to conduct special research on strategic management of Sino-foreign cooperative university.Firstly,combining the characteristics of Sino-foreign cooperative university as an academic organization,this dissertation discusses the necessity,feasibility and particularity of implementing strategic management in Sino-foreign cooperative university from the perspectives of the transformation of operating system,the formation of competition mechanism and the change of development environment.Then it constructs the theoretical analysis system of Sino-foreign cooperative university’s strategic management from the analysis of the strategic background,the setting of strategic objectives,the formulation of strategic planning,the implementation of the strategy,the evaluation and management of the strategy.Secondly,the dissertation sorts out the historical context of the development of Sino-foreign cooperative universities from the national and their own level respectively.From the perspective of macro strategy,China’s foreign cooperation in higher education in modern times mainly includes the following types: cooperation between Chinese and foreign governments,cooperation between Chinese government and foreign enterprises in China,cooperation between Chinese government and foreign organizations,cooperation between Chinese and foreign individuals,as well as cooperation between China’s Christian University and foreign universities.After the founding of new China,the Sino-foreign cooperation in running schools experienced a short period of exploration due to the influence of the political situation,with the full implementation of China’s reform and opening up policy in 1978,it developed rapidly.Since 1995,the state has successively promulgated a series of policy documents such as the "Interim Regulations on Sino-foreign Cooperation in Running Schools",the "Regulations of the People’s Republic of China on Sino-foreign Cooperation in Running Schools",and China’s Sino-foreign cooperation in running schools has gradually entered the rapid development period.In the new era,Sino-foreign cooperative university still will play a very important role in serving the national strategy,promoting the cultural exchanges between China and foreign countries,expanding the opening up of education,introducing the integration and innovation of international high-quality education resources,promoting the reform,development and internationalization of domestic universities in the future.From the perspective of micro response,in 2004,the University of Nottingham Ningbo,the first Sino-foreign cooperative university in China,began to recruit students.Within a short period of more than ten years,its development trend has been very rapid.Up to now,there are nine Sino-foreign cooperative universities approved by the Ministry of Education in China.As an important fulcrum to promote the in-depth cooperation between the mainland and foreign countries,China’s Hong Kong and China’s Macao,these nine Sino-foreign cooperative universities all hope to enhance the internationalization of their regions through their own efforts,help coordinate the regional development of China’s higher education,and promote the construction of modern higher education system.The dissertation also tries to explore a series of main characteristics of Sino-foreign cooperative university,such as the complementary advantages of China and foreign countries,globalized university and innovative university.Thirdly,through the Nvivo analysis of the existing strategic planning texts of the Sino-foreign cooperative universities,this dissertation outlines the overall strategic thinking of their construction.In the new period,the beautiful vision of Sino-foreign cooperative university construction is to go to the world.The core of the construction is to improve the quality and increase the efficiency,and the main path of the construction is the diversified development of opening,integration,coordination,characteristics and innovation.Then it presents the overall current situation of strategic management in Sino-foreign cooperative university from the aspects of achievements,characteristics and existing problems.In terms of achievement,the strategic management of Sino-foreign cooperative university takes the construction of diversified and high-quality teachers as the breakthrough point to develop innovative talent training models and mechanisms;uses excellent academic strategy to comprehensively serve the region;uses multi-party quality evaluation to guarantee the quality and build a good brand;grasps the development direction of socialist school running to reserve international talents for the country.Compared with other types of universities,Sino-foreign cooperative university’s strategic management is characterized by the adoption of a system in which the head of the university(college)assumes overall responsibility under the leadership of the board of directors and the establishment of a party committee to ensure its socialist orientation.The development of Sino-foreign cooperative university is facing difficulties in local conditions and development factors,resource input and distribution of rights and responsibilities,management system and operation mechanism,traditional education and teaching mode,and talent market competitiveness.As far as strategic management is concerned,the public-private nature of Sino-foreign cooperative university,the policy obstacles of the funding and investment system,and a series of internal problems also urgently need to be further clarified and resolved.Then,the dissertation takes N University as a case,and develops its balanced scorecard in combination with its vision,mission,and strategic goals in its strategic development plan.The balanced scorecard includes four dimensions: financial dimension,customer dimension,internal operation process dimension,as well as learning and development dimension.Key indicators and corresponding target values are also set.Then the strategic management situation of N University is evaluated based on this,and targeted solutions are proposed according to the gap between the actual score and the target score.From these above four levels,N University’s development strategy is analyzed,based on the university’s strategic themes and goals,a systematic diagram is formed,and a set of concrete and operable strategic map of Sino-foreign cooperative university is constructed..Finally,the dissertation proposes that as China enters a new era of open education development,the strategic management of Sino-foreign cooperative university should actively connect with the national strategic deployment,and it should further strengthen the balance of development,actively encourage innovation,and further strengthen process supervision.When making strategic positioning,Sino-foreign cooperative university should make clear the purpose,highlight the advantages,recognize the situation and change,attach importance to feedback,participate in the whole,and manage systematically.Therefore,according to its own characteristics and national needs,we should be committed to building the international innovative university.According to this strategic positioning,the strategic focus of the development of Sino-foreign cooperative university should be to promote the reform of the talent training mode,and adopt a series of measures such as the strategy of setting up the university with characteristics,the strategy of cooperative alliance,and the strategy of in-depth cooperation based on the local region.As a systematic project,the strategic management of Sino-foreign cooperative university includes not only the formulation of strategy,but also the subsequent implementation,evaluation and adjustment of strategy.The implementation of the strategy should follow the principles of overall coordination,expediency and relative rationality.The strategic evaluation of Sino-foreign cooperative university can be divided into three types: strategic analysis evaluation,strategic choice evaluation and strategic performance evaluation.When carrying out strategic adjustment,Sino-foreign cooperative university should make instant adjustment,block adjustment and flexible adjustment.
