Research On Implementation Model Of Strategic Planning For University

Universities shoulder four main missions: talent cultivation, scientific research, social service and leading in culture development. Faced with great challenges from economic globalization, educational internationalization and higher education massification, universities should gain insight from the successful experiences of enterprises which implement strategic management, establish strategic planning for development and put it into practice. Implementation of university strategic planning refers to a process in which a university implements the strategic intention thoroughly, transforms the strategic planning into university achievements, thus guarantees the realization of strategic target; it refers to all the university activities required to transform strategic planning into motion and implement strategic planning. It is also the key to deciding whether university developmental strategy can be successfully implemented.Through collecting relevant materials from internet sources and in the library, this research attempts to summarize relevant studies in this field home and aboard, illustrate fundamental theories, thoroughly analyze major ingredients for the implementation of strategic planning and their relations, and sum up the objectives, methods and procedures of strategic planning implementation. Designate the main problems on the implementation of university strategic planning in China. Taking as research subjects three representative universities- the Carnegie - Mellon University (US), the Warwick University (England) and the RM University (China), this dissertation analyzes the implementation background of their strategic plans, the characteristic of process, the features and the effect, and gains some enlightenments in terms of concept, organization, text, resources, implementation power and system, which may apply to the implementation of university strategic planning in China.On the basis of current situation analysis, case analysis and basic theory illustration, this dissertation puts forward the basic principles that may help construct implementation model for university strategic planning. Thesis analyzed the organizational structure, operating mechanism, and the trilateral relations model of university activities, system and operating mechanism, thus establishing the implementation model for university strategic planning. This study also presents some constructive suggestions and tentative ideas on how to further promote the implementation of university strategic planning from four perspectives: system, mechanism, policy and measures, and how to conduct further research in this field.
