Construction And Application Of Shanghai Campus Football Development Model Under The Perspective Of Strategic Center Organizatio

Since the implementation of the "Overall Plan for Football Reform in China" in2015,the reform of football has become a national strategy.The 19 th National Congress of the Communist Party of China proposed to solve the problem of "unbalanced and inadequate" development,which pointed out the direction of school football reform.The development strategy of school football needs scientific management.Shanghai school football needs to give full play to its urban advantages and make more contributions to its leading development.Based on the perspective of the strategy-focused organization theory,this study uses the methods of literature,Delphi,analytic hierarchy process,field research,logical analysis,questionnaire survey and data statistical analysis to construct a theoretical model of school football development,and applies the model to evaluate the current situation of Shanghai school football development and build a strategic map,in order to provide theoretical reference for the implementation of the national football strategy,To provide countermeasures and suggestions for deepening the reform of school football in Shanghai.The research conclusions are as follows:1.The theoretical analysis shows that the strategic center organization and the school football organization management system have three aspects of consistency: the system principle is consistent,the reality needs are tangent,and the theory needs to be bridged.According to the structure relationship of service dimension,specialty dimension,process dimension and material dimension of the strategy-focused organization model,the school football subsystem is analyzed into the corresponding structure map of teaching system,training system,competition system and guarantee system.The causal closed-loop structural relationship is formed between each subsystem and performance objectives.2.Structural equation model verification shows that: The security system at the bottom of the model ensures the development of each subsystem at the middle level,which is the bottom foundation of the development of school football.It achieves its strategic goals through the teaching system,training system and competition system.The teaching system is the basis for the popularization and promotion of school football,and promotes the improvement of the training system and the competition system;Competition system is the core of football education,which connects teaching and training,guarantee and goal;The training system is the main carrier of "improving" the role of school football,which is positively affected by the teaching and competition system.Each subsystem supports and correlates with each other to achieve the performance objectives of the system.The security system,teaching system,training system and competition system form a structural relationship of external diamond and structure relationship of internal multi-path interworking.These provide a new perspective and new tools for the evaluation of school football development.3.Based on the evaluation of the development of Shanghai school football based on the strategy-focused organization model,it is found that the "four in one" organization and management system of Shanghai school football is generally consistent with the theoretical model of the strategy-focused organization.With the "campus alliance" as the center,an overall linkage operation system of teaching,training,competition and guarantee with the "four vertical and four horizontal" as the main structure is formed,ensuring that Shanghai school football is at the national leading level.However,there are also some shortcomings: the strategic concept oriented by the strategy-focused is not strong;The leadership and organization of the school football league need to be strengthened;The overall balance is insufficient,the development of popularization and improvement is unbalanced,and the development of qualitative and quantitative evaluation factors is unbalanced;The overall synergy is insufficient,the development of diversification and standardization is not coordinated,and the interest balance mechanism is insufficient.These provide new ideas and empirical basis for the reform and improvement of Shanghai school football.4.In order to improve the development level of school football,based on the strategy-focused model,a strategic map is constructed from the three characteristics of centrality,balance and synergy,so as to ensure the structure and rationalization of development countermeasures.Focus on the strategy-focused and optimize the top-level design: Implement the concept of strategy-focused into the development logic of school football,and strengthen the ability of school football strategy-focused organization;Strengthen the integrity of strategy and promote the balanced development of strategy: balance the popularization and improvement,balance the quantitative and qualitative evaluation;Strengthen strategic synergy and balance the interests of all parties: balance the demands of stakeholders,balance the diversification status quo and standardization policies,and balance the needs of regional differences:focus on strategic joint points to optimize the system structure and path: the security system turns to "connotative" security,the teaching system develops towards the goal of "students’ sustainable participation",and the competition system improves to "gather more young students",The training system is optimized with "student development as the center".These provide a new theoretical perspective,new ideas and new evaluation methods for the reform and development of school football in China.Research innovation:1.Theoretical perspective innovation.It is the first to bring the development of school football into the perspective of strategy-focused organization theory,analyze and evaluate the development of school football from the perspective of centrality,balance and synergy,and provide a more scientific theoretical perspective,evaluation system and observation index for the sustainable development of school football.2.Theoretical model innovation.Learning from the strategy-focused organization theory and using the structural equation model,teaching,training,competition and security system will be transformed from the previous empirical and extensive parallel relationship into a visual and quantitative structural relationship,which will help to improve the scientific level of the organization and management of Shanghai school football league.And then provide a classic case for optimizing the national school football organization and management.3.Practice method innovation.The construction of strategic map is a structured and systematic countermeasure for the further scientific development of school football based on the strategy-focused organization theory,which is conducive to overcoming the previous scattered countermeasure and its disadvantages of considering one thing and losing the other or contradictory.
