China’s vegetable export industry with the advantages of geographical location,natural resources and population costs,export production growth rate is remarkable,has become a major international vegetable exporters,vegetable export trade is also one of the important industries in China’s export trade can not be ignored.However,in the era of economic globalization,changes in the vegetable industry itself and international trade barriers and other unfavorable factors will affect the export trade of China’s vegetable products.Because food safety issues are intricate and unpredictable,there is a need to explore regulatory approaches that are consistent,collaborative and holistic.Although China’s food safety regulatory system has been continuously revised and improved over the years and a relatively comprehensive framework has been established,the actual implementation is still plagued by "fragmentation",which is one of the persistent factors in the occurrence of food safety incidents in international trade,such as vegetable exports being returned in recent years.The advantages and risks of China’s vegetable exports coexist,and in the face of the complex international situation and market changes,it is difficult to cope with the competitive pressure of the international market and trade barriers of various countries by the development of the industry itself.The main objective of this paper is to highlight the importance and purpose of investigating the cooperative efforts of multiple actors in managing the issue of food safety regulation of vegetable exports,and to use holistic governance theory to guide the practical system coupling.To this end,the article first outlines the current status of domestic research on holistic governance theory and food safety regulation,and outlines the lineage and proposed innovations of this study,thus laying some groundwork for future research.The article then defines key concepts such as holistic governance theory and economies of scale theory and establishes the theoretical basis for this study.Second,the article provides an in-depth analysis of the necessity and applicability of constructing a cooperative governance model involving multiple regulatory agencies to ensure effective regulation of vegetable export food safety.This is followed by field interviews with vegetable export-related subjects,followed by an analysis of the causes of the current deficiencies in vegetable export safety regulation,and a summary of the specific problems in vegetable export food safety regulation in China,followed by an outline of the reality of the "fragmented" vegetable export food safety regulatory system in China and the governance dilemma.Governance dilemma.Thirdly,by analyzing the successful experience of the Guangdong-Hong Kong-Macao-Great Bay Area vegetable basket project as an overall governance practice case,combined with the analysis of the reasons why other domestic agricultural industries have completed industrial transformation and technical and trade assault under the leadership of the government,the reform and innovation path of vegetable export supervision is explored,focusing on solving the problems of fragmentation,inefficiency and formality of vegetable export supervision,exploring the construction of a platform-based supervision system that is compatible with the development of vegetable export,and improving the quality of vegetable export.Platform-based regulatory system,improve the efficiency and service quality of vegetable export safety supervision,enhance the quality,efficiency and technology content of vegetables through platform-based under the framework of holistic governance,master international regulation to cope with trade barriers,and promote the high-quality development of vegetable exports.Finally,based on the trust,cooperation and integration mechanisms outlined in the holistic governance analysis framework,this paper proposes several potential universal measures to address the fragmentation of authority and overlapping regulatory fields in vegetable export food safety regulation.By taking a coordinated,integrated,and trust-enhancing approach to provide practical recommendations for vegetable export food safety regulation,it is hoped that these responses will contribute to a more efficient and sustainable regulatory system to ensure vegetable export food safety.
