The Third Plenary Session of the 18thCentral Committee of the Communist Party of China proposed to"improve the system and mechanism for the integrated development of both urban and rural areas",and the report of the 19thNational Congress proposed to"establish and improve the system,mechanism and policy system for the integrated development of both urban and rural areas",which have drawn the route map for the integrated development of society and economy in both the urban and rural areas.The county-scale urban-rural logistics system is the main channel for consumer goods to enter the countryside,and agricultural and sideline products to enter the main channels of the county and urban area.Its synergetic development is the basic support for the serving agricultural production activities,driving the rural consumption and promoting the rural revitalization.As an important carrier and channel to open up the two-way flow of urban and rural resource elements,the county-scale logistics system is undoubtedly an important part of the urban-rural integration construction and integrated development.In recent years,China’s county-scale urban-rural logistics system construction has made great progress,but there are still some shortcomings and deficiencies.One of the prominent aspects is that there is still a development gap between urban and rural logistics levels.This imbalance in development,on the one hand,is difficult to meet the rapid growth demands of rural residents for production and life,and on the other hand,also lags the integrated development process in both urban and rural areas.In recent years,the academic circles have paid continuous attention to the problems of urban and rural logistics system,and the research results in the field of rural logistics are very fruitful.However,there’s rare research on the construction of rural logistics system from the county-scale aspect,the analysis of the relevant subject roles and their path mechanisms is also different.In particular,there is a lack of practical research on the means of synergetic development of urban-rural logistics systems at the county-scale range.This paper aims to study the synergetic development route of county-scale urban-rural logistics system.Based on the guidance of grounded research methodology,supported by the cases of representative county-scale urban-rural logistics system construction in Henan Province,data were acquired through personal in-depth interviews,small-scale symposiums and discussions,relying on classical grounded theory,adopting standardized qualitative research methods,the interview data processing and theoretical construction were carried out to explain the relevant participating subjects and interaction mechanism of the county-scale urban-rural logistics system,a theoretical model of the synergetic development of the urban-rural logistics system was established,and the structural equation modeling method was adopted to test the model empirically.The paper consists of seven chapters with the main research contents and conclusions as follows:Firstly,this paper analyzes the stage characteristics and development status of China’s rural logistics system,and clearly identifies the development constraints faced by the county-scale urban-rural logistics system at the current stage.Based on literature analysis,this paper sorts out the characteristics of rural logistics at different development stages and the development status of county-scale urban-rural logistics system.Through the research on county-scale urban-rural logistics related literature and the data and coding analysis obtained from grounded research interviews,it was found that the current county-scale urban-rural logistics system is in the stage of integrated development,but in practice,it is facing constraints in three aspects of insufficient terminal service capacity,weak infrastructure and sustainable development trap.The research believes that the insufficient terminal service capacity is caused by the lack of effective express transit places in rural terminal logistics and the unreasonable layout of distribution outlets in villages and towns;the weak infrastructure is manifested in the insufficient logistic outlets in rural areas,low rural road construction standards,and incomplete express delivery system.The design of logistics routes cannot cover all villages,and the technical level and corresponding configuration of cold chain logistics are relatively low;the sustainable development is trapped because the coordination between the government and the market is not enough,the scale effect of the rural economy is not strong,and the path to sustainable profitability of the operation body of rural logistics is unclear.Secondly,this paper interprets the relevant participants under the framework of county-scale urban-rural logistics system one by one,explains the roles of relevant participants in the framework of county-scale logistics system,and specifies the interaction mechanism between different participants.Based on the analysis of grounded research methodology,this paper believes that among the relevant subjects in the synergetic development of the county-scale urban-rural logistics system,the county government and the agricultural and commercial logistics coordination organization play a major role.All departments of the county-level government adhere to the principle of"promising"in the synergetic development of the county-scale urban-rural logistics system,provide the market with environment guarantees such as system,policy,infrastructure construction and public service supply,create good preconditions for the market,and hand over the right to allocate production factors of logistics to the market,weaken the government’s intervention in the allocation of resources and price setting in the logistics market,and stimulate the creativity and vitality of the market.The sustainable development of county-scale urban-rural logistics system construction should follow the laws of the market.Under the leadership of urban-rural logistics operation bodies represented by agricultural and commercial logistics coordination organizations,the effective market operation for county-scale urban-rural logistics is realized through the cooperation mechanism with other participants.The effective allocation of production factors should be achieved in accordance with the law of market,thus overcoming the current situation of fragmentation of county-scale urban-rural logistics production factors,extensive production methods and individualized organization forms,and realizing the harmonious combination of various production factors of logistics.According to the roles and functions played by the county government and the agricultural and commercial logistics coordination organization in the construction of county-scale urban-rural logistics system,the two main bodies of the synergetic development of county-scale urban-rural logistics system are delineated,namely the promising government and the effective market,which should support each other and make concerted efforts to jointly promote the sustainable development of the county-scale economy.Thirdly,the synergetic development path and mechanism of the county-scale urban-rural logistics system are logically analyzed from the perspective of promising government and efficient market,and the theoretical model for the synergetic development of the county-scale urban-rural logistics system is constructed.Based on the grounded research data and coding analysis,the county-scale urban-rural logistics system includes two dimensions of horizontal development and vertical development from the perspective of efficient market and promising government.In the horizontal dimension,to realize the integration of logistics chains,it is necessary to take the county-level logistics center as the core,establish a county-level,town-level and village-level efficient and synergetic logistics system,and realize joint distribution through the agricultural and commercial logistics coordination organization with freight lines as the main business and passenger cars with cargos complementing each other.In the vertical dimension,the extension of supply chains,including trade and agricultural product processing,can be realized through the agricultural and commercial logistics coordination organization.The action mechanisms of promising government and efficient market in the construction of county-scale urban-rural logistics system conform to the logic of“driving factor–process mechanism–result formation”.The analysis reveals that the government and market subjects are different in driving factor and expected result.To form an effective synergetic mechanism,the unified cognition for promising government and efficient market needs to be established at the organization cognitive level through the“contract-relationship”dual governance mode,and the two organizations divide their work and fulfill their responsibilities at full stretch at the organization action level,and then tease out a synergetic development path for the county-scale urban-rural logistics system based on efficient market and promising government.Within the scope of one county,the construction of the country-scale horizontal logistics system is promoted based on the pressure of the county government’s performance and the requirements for the market expansion of the agricultural and commercial logistics coordination organization.By the administrative means of the government,the participants in the county-scale urban-rural horizontal logistics system gather in the unified logistics nodes and passively participate in the construction of the county-scale urban-rural horizontal logistics system,and they are willing to stay and play their due roles in the later stage based on the appropriate market-oriented cooperation and profit model provided by the agricultural and commercial logistics coordination organization.The agricultural and commercial logistics coordination organization operates in the form of small profit in the construction of the county-scale urban-rural horizontal logistics system,and the profit seeking of market subjects drives it to develop other profit directions.The merchants or farmers are attracted to voluntarily participate in the county-scale urban-rural longitudinal logistics system with high-quality,low-price and accurate services by using the established county-scale urban-rural horizontal logistics system and integrating the resources,and promote the operation of the system,so that a mutualistic efficient supply chain system is formed to ultimately promote the county-scale urban and rural economies to be developed at high quality.Based on the above analysis,this paper proposes a theoretical model for the synergetic development of the county-scale urban-rural logistics system.The model holds that the promising government and the efficient market directly or indirectly have a positive impact on the synergetic development of the county-scale urban-rural logistics system,and county-scale urban-rural logistics two-way development system is an intermediary factor.Fourthly,the structural equation model is used to empirically test the theoretical hypothesis for the synergetic development of county-scale urban-rural logistics system.Based on the grounded theory analysis results,the synergy scale of the county-scale urban-rural logistics system is designed,the first-round questionnaire is designed with the designed scale as the model and the earlier interview materials as the support,and the final evaluation scale is determined by repeated testing and modification of small questionnaire samples.Under the guidance of structural equation theory,the reliability,validity and distinction of the questionnaire data are fully analyzed.After the requirements are met,the structural equation model is analyzed to obtain the result of whether the research hypothesis is passed,and then the correctness of the synergetic development mechanism and path for the county-scale urban-rural logistics system is verified.The verification results show that 5 hypotheses proposed in this paper are passed,i.e.,the synergy between efficient market and other elements has a significant positive impact on the synergy of the country-scale urban-rural logistics two-way development system,the synergy between promising government and other elements has a significant positive impact on the synergy of the country-scale urban-rural logistics two-way development system,the synergy between efficient market and other elements has a significant positive impact on the synergy of the country-scale urban-rural logistics system,the synergy between promising government and other elements has a significant positive impact on the synergy of the country-scale urban-rural logistics system,and the synergy of the country-scale urban-rural logistics two-way development system has a significant positive impact on the synergy of the country-scale urban-rural logistics system.This paper has obtained the research findings in the above four aspects and carried out a preliminary theoretical generalization and extraction,constructs the path and model for the synergetic development of the county-scale urban-rural logistics system,and proposes policy suggestions for promoting the synergetic development of the county-scale urban-rural logistics system,having a certain theoretical and practical value.Theoretical value:on the one hand,this paper researches the issue of county-scale urban-rural logistics system from the perspective of promising government and efficient market,providing a new perspective for understanding the issue of county-scale urban-rural logistics system,expanding the research perspective of the urban and rural integration development issue to some extent,and enriching the theoretical knowledge of the research on the issue of county-scale urban-rural logistics system;on the other hand,as a standard research method achieving an organic combination of qualitative quantitative methods,this paper applies the research method system based on grounded paradigm to the research on the county-scale urban-rural logistics system,which is a beneficial exploration and attempt based on the Chinese situational management,helping drive the research of local management issued and phenomena in China and enriching the Chinese cases and experience in China for the grounded research and paradigm application.Practical value:First,it can help the county-level government to change its cognition and concept,and promote the county-level government to quickly implement the integrated urban-rural development system and mechanism and policy system in the aspects of site provision of logistics field,scientific planning of urban and rural logistics network,attraction of logistics enterprise for settlement,etc.;second,it provides effective models and paths for logistics enterprises to participate in the synergetic development of the county-scale urban-rural logistics system through model building,encourages them to further extend their business scope and expand the business chains,attracts all kinds of social capitals to enter the field of rural logistics,and promotes the sustainable development of the county-scale urban-rural logistics synergetic system;third,the implementation of research results will help reduce the distribution cost of agricultural products,promote the scale agricultural production and operation,release the potential consumption demand in rural areas,improve the imbalance between urban and rural areas,and promote rural revitalization.
