"High-quality development" is not only the core word and key word of China’s future economic construction,but also an important goal of the China-MongoliaRussia Economic Corridor in the next stage.As the first multilateral cooperation mechanism in the construction of the "Belt and Road",the China-Mongolian-Russia Economic Corridor is an important early harvest of the "Belt and Road" construction,but also the "Belt and Road" initiative as soon as possible,regional implementation,system construction entry point,important support and main carrier,its successful experience of high-quality development will become a model of high-quality development of the "Belt and Road".After years of development,the construction of the China-Mongolia-Russia Economic Corridor has entered a delicate stage of "meticulous painting",which requires not only more specific cooperation methods and clearer cooperation goals,but also more precise cooperation methods.Institutional construction is the inevitable requirement and internal appeal of the high-quality development of the China-Mongolia-Russia Economic Corridor.As a program full of wisdom and discourse of the three countries and reflecting the common prosperity and development of the soft power of the three countries,the reason why the China-Mongolia-Russia Economic Corridor can constantly explore and make new changes on the institutionalized development path is not only due to a clear understanding of political,economic and security goals,but also due to power,interests and the historical tradition of the special geographical ties and economic interdependence of the three countries.The China-Mongolia-Russia Economic Corridor has grown from scratch,from small to large,from virtual to real,and from loose to tight.Its operating framework includes the trilateral summit mechanism,vice foreign minister level consultation mechanism,and trilateral working group cooperation mechanism jointly established by China,Mongolia and Russia in accordance with the actual conditions of the China-Mongolia-Russia Economic corridor,as well as three sets of bilateral mechanisms involving the economic corridor.It also includes "docking" with regional and international organizations and other cooperation mechanisms in key areas that directly or indirectly serve the China-Mongolia-Russia Economic Corridor.The Institutional construction of the China-Mongolia-Russia Economic Corridor is a process with the ultimate goal of building a community of interests,responsibilities and security.It not only inherits the original model of the traditional international system,but also innovatively develops many new institutional paths.Under the guidance of the concepts of "extensive consultation,joint contribution and shared benefits","synergy" and "community with a shared future for mankind",the China-Mongolian-Russia Economic Corridor has shown its institutional characteristics of "diversity","tall","soft law","inclusiveness" and "gradual progress",and has made smooth progress in the "five links".As a key initiator and participant of the China-Mongolia-Russia Economic Corridor,China should assume corresponding responsibilities and make new positioning for the construction of corresponding cooperation mechanisms,contribute Chinese wisdom to the development of the China-Mongolia-Russia Economic Corridor,show the international image of a responsible major country,and make corresponding contributions to the high-quality development of the China-Mongolia-Russia Economic corridor.Although the establishment of the China-Mongolian-Russia Economic Corridor is still a short time,the evaluation of the institutional construction of the China-Mongolian-Russia economic corridor is also a long-term process,but this does not affect the establishment of an effective evaluation model to evaluate the current China-Mongolian-Russia economic corridor.Through the evaluation of the level of institutional construction,it can be seen that the overall institutional level of China-Mongolian-Russia Economic corridor is still at a low level,but it is a mechanism with certain binding force.By comparing the achievements of the institutional construction of the China-Mongolia-Russia Economic Corridor with the established political,economic and security goals to evaluate the effects and achievements,we can see that relevant cooperation mechanisms have played a positive role in promoting the "five links" of the China-Mongolia-Russia Economic Corridor.However,the institutional construction of the China-Mongolian-Russia Economic corridor also has some limitations,such as loose structural framework,insufficient preparation,"soft law" dilemma,the attribute of Western theory,and external interference of great powers.However,the limitation analysis of the China-Mongolia-Russia Economic Corridor is not to deny the trend of the strengthening role of the China-Mongolia-Russia economic corridor,but to understand its own shortcomings and external constraints,and finally find ways to overcome them,so as to achieve sustainable and high-quality development of the China-Mongolia-Russia economic corridor.To this end,In the institutionalized macro-path thinking,China,Mongolia and Russia should strengthen the foundation of cooperation by strengthening collective identity,improve the mechanism framework to enhance the effectiveness of cooperation,consolidate the capacity of all parties to enhance the impetus for cooperation,explore new modes of cooperation to improve the efficiency of the mechanism,carry out public diplomacy to tighten Russia-Mongolia relations,take comprehensive measures to deal with the strategic hedging of major powers outside the region,and enhance the creative ability to strengthen theoretical publicity Pass.In terms of specific docking measures,it is proposed to improve the facilitation of trade facilitation,improve the smooth infrastructure mechanism,realize the comprehensive financial financing mechanism,promote the long-term green production capacity mechanism,ensure the smooth information exchange mechanism,and strengthen the normalization of security mechanisms.It can be said that the establishment of an institutionalized international system means that the cooperation measures of the China-Mongolia-Russia Economic Corridor need to go through a systematic and institutionalized decision-making process from launch to implementation,and there are corresponding institutions responsible for decision-making,coordination,supervision,implementation,evaluation and feedback.As an informal international mechanism,the ChinaMongolia-Russia Economic Corridor itself contains the reasonable demands of the international system.If the institutional construction of the China-Mongolia-Russia Economic corridor can be deepened and strengthened,it will not only enhance political mutual trust,reduce transaction costs,defuse risks and challenges,increase cooperation opportunities,provide experience for reference,and obtain institutional benefits.It can also break through the institutional restrictions imposed by the United States and other non-regional countries on the China-Mongolia-Russia Economic Corridor,and ultimately achieve high-quality and sustainable development of the China-Mongolia-Russia economic corridor.
