Research On Heilongjiang Province's Border Port Construction With Russia Based On The Perspective Of "Sino-Mongolia-Russia Economic Corridor"

The proposal of "China-Mongolia-Russia Economic Corridor" aims to realize the close docking of the strategies of the three countries,promote the friendly economic cooperation and development between them,and create good opportunities for the transformation of Heilongjiang Province to the outside world and the economic development of border ports.In recent years,China-Mongolia-Russia relations have developed rapidly and established stable political relations with each other.At present,China and Russia have established a comprehensive strategic partnership of coordination,and China and Mongolia have established a comprehensive strategic partnership.After the 2018 election,Xi and Putin congratulated each other on their re-election,which further consolidated China-Russia relations.The political relationship between China and Russia is now at its best in history.At present,thanks to the joint efforts of China,Mongolia and Russia,the "China-Mongolia-Russia Economic Corridor" has achieved initial results.For example,heilongjiang Province has been promoted to carry out pragmatic cooperation with Russia's Primorsky Krai in energy,resources,food and other fields,and the mode of trade cooperation has been constantly optimized.As the starting point of china-Mongolia-Russia economic corridor,Heilongjiang border port plays a very important role in promoting the economic development of northeast China.This paper proposes to build a core port circle with suifenhe port,Heihe port and other comprehensive ports,concentrate resources to strengthen the construction and development of core ports,such as Suifenhe comprehensive bonded area,Tongjiang Railway bridge and other projects,and form a border port development model of "large hinterland,small gateway and high efficiency".Based on the traditional good-neighborly friendship between the Russian,Chinese and Mongolian people and the strategic,political and economic integration between Russia,China and Mongolia,the China-Mongolia-Russia economic corridor has witnessed significant development.In addition,we should optimize the construction of "big customs clearance" management service mode,cultivate international border port trade talents and other corresponding safeguard measures to promote the development of Heilongjiang-Russia border port,aiming at comprehensively improving the opening-up level of Heilongjiang Province and promoting its economic transformation and development.Only by setting up border ports rationally,can we improve the overall development of border ports between Heilongjiang Province and Russia,be effective,and contribute to the development of "China-Mongolia-Russia Economic corridor".Based on the perspective of "ChinaMongolia-Russia Economic corridor",this paper makes a systematic analysis on the layout,infrastructure,trade scale,trade structure and contribution to hinterland cities of Heilongjiang-Russia border ports.Through the selection of comprehensive indicators for evaluation,the ahP is used to comprehensively evaluate the development of Heilongji-Russia border ports.It is concluded that the development of Heilongji-Russia border ports has some problems,such as unreasonable size and structure of border ports,low customs clearance ability,inappropriate overall planning and inaccurate functional positioning.Finally put forward the "corridor" in the Russian economy perspective countermeasures to speed up the construction of heilongjiang province to Russian border crossings,including the use of the "corridor" in the Russian economy related to Russia port construction policy support,optimize the structure of port scale,improve the ability of the port customs clearance,in order to strengthen the management of heilongjiang province to Russian border crossings to plan as a whole,perfecting the construction of heilongjiang province to Russian border port facilities,etc.
