Increasing inter-governmental financial transfer payments to enhance support for the citizenization process of the agricultural migrant population was an important embodiment of the people-oriented new-type urbanization strategy,that was also an important part of the modernization of the national governance system and governance capacity.The fiscal system of our country has long presented the appearance that based on the premise of the non-floating population and the household registration population of jurisdictions,which causes the basic public service supply of the agricultural migrant population to be almost ignored.It revealed that there was a bidirectional imbalance between the governments of the inflow areas and the outflow areas.The governments of the inflow areas needed to “pay” for the citizenization,while they had not received the corresponding financial transfer payment.Compared with the former,the governments of the outflow could enjoy the corresponding financial transfer payments calculated according to the "registered" population when they “transferring” the citizenization costs.The policy paradox came as problems of inadequate adaptation and coordination to the progress between the financial transfer payment and the citizenization of the agricultural migrant population.In the Decision of the Central Committee of the Communist Party of China on Some Major Issues concerning Comprehensively Deepening Reform adopted at the Third Plenary Session of the 18 th CPC Central Committee in 2013,it was clearly put forward that it was necessary to “establish a mechanism linking fiscal transfer payments with citizenization of the agricultural migrant population” for the first time.Thus,this study focused on the topic about the fiscal transfer payment and citizenization of the agricultural migrant population.Based on the theory of public goods,the theory of holistic governance and the theory of fiscal decentralization,it conducted the following research and demonstration that had been carried out by comprehensive use of the normative research and empirical research methods: How to measure the coupling coordination level of fiscal transfer payment and citizenization of the agricultural migrant population? What was the overall level of coupling coordination degree between transfer payment and citizenization? What were the factors influencing the coupling and coordinated development of transfer payment and citizenization? How to further promote the coordinated development of transfer payment and citizenization?It can be found that existing studies seldom pay attention to the coupling and coordination relationship between fiscal transfer payment and citizenization of the agricultural migrant population,which was lack horizontal and in-depth analysis of comparative analysis and empirical analysis,as well as the influencing factors.Therefore,this study constructed the subsystem of fiscal transfer payment and the subsystem of citizenization of agricultural migrant population and their corresponding measurement indexes,which followed the principles of scientificity,feasibility,systematism and comparability.The panel data was introduced to measure the coupling coordination degree of fiscal transfer payments and citizenization of agricultural migrant population in 281 prefecture-level cities during 2010-2019.The diachronic and synchronic characteristics were analyzed based on different stages of policy evolution and different types of regions.The empirical results showed that:(1)The overall level of the coupling coordination degree between transfer payment and citizenization demonstrated a gradual upward trend,but there was still a large space for improvement before reaching the level of high-quality coordination.And the characteristics of cross-level transfer could be seen in the coupling coordination level.(2)From the diachronic perspective,by deepening the implementation of policies of“linking transfer payments with citizenization”,the coupling degree of coordination between transfer payments and citizenization has changed from “West > Central >east” to “East > West > central”.The coupling coordination degree in the Northeast China changed from the leading state in all regions to the reciprocal state in the sample regions.The Pearl River Delta urban agglomeration changed from the bottom of the three major urban agglomerations and lower than the national average level to a significant increase;The difference of coupling coordination degree between the North and the South regions was constantly expanding.(3)From the perspective of synchronicity,the 281 urban coupling coordination levels in China covered seven levels ranging from severe disorder to intermediate coordination.The spatial pattern of coupling coordination development of the 281 cities is adjusted and optimized from the mild imbalance level to the near imbalance level,and then further transformed to the primary coordination level.Low level lock-in in some areas.In the comparison of the proportion of cities with high level coupling coordination,the situation of “south was weak while north was strong” gradually turned to the opposite.The northeast region fell to the bottom of the sample region.The Pearl River Delta city agglomeration has been lagging behind the Yangtze River Delta and Bohai Rim city agglomeration.In order to further explore the influencing factors of the coupling and coordination of fiscal transfer payments and citizenization of the agricultural migrant population,this study screened seven factors that affect the differences in the coupling and coordination of transfer payments and citizenization,and proposed 11 research hypotheses,that was on the foundation of three dimensions including economy,society,as well as space.Based on the four regional types of national level,economic region,urban agglomeration,and geographical region,the study made full use of the global Moran index and spatial Dubin mode to analysis the spatial correlation between transfer payment and citizenization coupling coordination,that could intuitively and clearly reflect the impact direction and degree of each explanatory variable on the coupling coordination degree.The results showed that:(1)The improvement of per capita financial income,optimization of industrial structure,and improvement of land urbanization were generally conducive to the coordinated development of transfer payment and citizenization.(2)The factor that was generally unfavorable to the coordinated development of transfer payment and citizenization was the fiscal self-sufficiency rate.(3)Some factors have obvious regional differences in their impacts on the coupling coordination degree of transfer payment and citizenization,which were mainly reflected as follows: industrial structure optimization had a significant positive impact on the coupling coordination degree of transfer payment and citizenization in most of the investigated regions,but it had no significant impact on the Northern China,the Northeast China and the Pearl River Delta urban agglomeration;Land urbanization had a significant positive effect on the coupling coordination degree of transfer payment and citizenization in most regions,but it had no significant effect on the Pearl River Delta urban agglomeration.Among the 11 research hypotheses,only “per capita financial income had a positive effect on the coupling coordination degree of transfer payment and citizenization” and“financial self-sufficiency had a negative effect on the coupling coordination degree of transfer payment and citizenization” were valid in all sample regions,while the other influencing factors had regional differences.Based on the empirical analysis results,this study puts forward some policy suggestions to promote the high-quality coordinated development of fiscal transfer payment and citizenization of the agricultural migrant population.In terms of institution,it should improve the matching of fiscal resources and enhance powerment in basic public services,speed up the establishment of a cost-sharing mechanism for citizenization,so as to promote the citizenization process with effective institutional supply and policy implementation.In terms of mechanism,it should strengthen the link between fiscal transfer payments with citizenization of the agricultural migrant population,improve the supporting policy system for citizenization,that could strengthen the design of the policy mechanism linking“people,land and money” and promote the gradual reform of the rural property rights system.As far as the support system was concerned,the reformation of government performance evaluation would incorporate the degree and quality of promoting citizenization into the government performance evaluation system,that could promote high-quality economic development through industrial structure upgrading,and finally strengthened the ability of local governments to provide balanced basic public services.This study had three theoretical contributions as follows: First,it constructed the subsystem measurement index of fiscal transfer payment and citizenization of agricultural migrant population,and used appropriate coupling coordination degree models to measure the degree of transfer payment and citizenization.Secondly,it found the diachronic and synchronic characteristics of the coupling coordination degree between transfer payment and citizenization on the base of the policy evolution stage and different types of regions.Thirdly,it used the spatial panel model to test the effect of industrial structure and other influencing factors on the coupling coordination degree of transfer payment and citizenization,and then it detected that the influencing factors had obvious regional differences.
