| National defense high technologies are the key elements and endogenous driving force for coordinating security and development.They are not only the core fighting force for defeating the enemy,but also an important driving force for high-quality development.National defense high technologies play a fundamental supporting role in the consolidation of national security.If a country wants to gain competitive advantage in the international strategic game,it must invest a lot of resources to develop national defense high technologies.After reaching a strategic equilibrium point,a large number of national defense innovation resources are often invested to maintain "peace deterrence",leading to the contradiction between the investment and consumption of innovation resources.As a matter of fact,national defense high technologies themself have the property of "dual-use by the military-civilian".It can promote emerging industries and foster new development drivers through continuous diffusion and dissemination,forming a closed-loop system of benign interaction between national defense high technologies and the national economy.Along the logic behind the main causal chain and transmission mechanism,establish national defense high technologies "production possibility frontier" for the development of new kinetic energy.On this basis,the mechanism analysis framework of "technology diffusion-industry transition-integration development" is explored and constructed.Firstly,the mechanism of technology diffusion at the micro level.The diffusion and transfer of knowledge and technology has accumulated the original kinetic energy for the cultivation of new kinetic energy,which is mainly manifested in the form of "explicit-implicit" knowledge,and knowledge flows from "high potential energy" to "low potential energy".From the perspective of technology as the basic element of structural optimization,improving production efficiency and fostering new development momentum through trade,this paper expounds that the diffusion of knowledge and technology continuously provides support for development of new kinetic energy.Based on the three systems of "organization management-work operation-policy system" proposed in the process of military-civilian integration development,this paper analyzes the law of tacit knowledge externalization diffusion in national defense high technologies.Analyzing the diffusion practices of artificial intelligence knowledge flow and open-source achievement sharing,and calculating the Malmquist index based on arms investment,jointly measures the impact of national defense high technologies diffusion on economic development.Secondly,the mechanism of industrial transition at the medium level.Industry carrier gestates new kinetic energy that economic and social development needs.The emerging industries formed by the direct convergence of national defense high technologies,not only contain the opportunity niche with future demand,but also reconstruct the production logic of the value chain from the aspects of R&D,production and sales,providing new and strong kinetic energy for high-quality economic and social development.Traditional industries indirectly strengthen the different dimensions of the industrial chain through high technologies transfer and empowerment,promoting the transition of traditional industries to the middle and high end of the industrial chain with high added value.China’s "6+6" military-civilian integrated industrial development,consist of six traditional and six emerging fields,promotes the integration and interaction of emerging and traditional industries.The case study of Bei Dou navigation satellite system industry and supercomputer industry show that emerging industries are profoundly reshaping the economic pattern and fostering new kinetic energy of economic development.Thirdly,the integrated development mechanism at the macro level.The construction of integrated national strategic systems and capabilities leads to the formation of new kinetic energy of development.The organic coordination between the government and the market provides institutional guarantee for new kinetic energy of development.The development pattern of "domestic-international double circulation" seeks its direction from the perspective of policies and institutions generating new kinetic energy of development.The integrated development system of emergency response enabled by high and new technologies is the "trump card" for China to effectively respond to major security emergencies such as COVID-19,and help revitalize the economic recovery.To test the effectiveness of the new kinetic energy of economic development under the deep integration of the military and the civilian sectors,a model including national defense construction and economic construction is built to measure the difference in marginal output of factors and the degree of integrated development between military and civilian sectors.The US R&D investment in national defense high technologies is a reflection of the formation process of technologies,industries and kinetic energy.Starting with the basic process and accounting methods of financial support for national defense high technologies R&D,this paper discusses the national defense budget,national science and technology investment,national laboratory system and national defense R&D investment of major military enterprises,and sorts out the mode of transfer and diffusion mechanism of technological R&D investment.According to the input-output model,the economic improvement effect of China’s defense expenditure is calculated in the main indicators of total output,added value,labor income,tax
