With the acceleration of globalization and the rapid development of science and technology,international scientific and technological cooperation has become an important driving force for economic growth and social development.The "Belt and Road" initiative is an important measure for my country’s opening up to the outside world in the new era,opening up a broad space for cooperation for countries along the route.As a key force in promoting economic growth and social development in countries along the route,scientific and technological cooperation has attracted increasing attention.It has been ten years since the launch of the"Belt and Road" initiative.China’s scientific and technological cooperation with countries along the route has achieved fruitful results,but it also faces many challenges.At present,the "Belt and Road" science and technology cooperation network is still in the early stages of development.Its coverage and maturity need to be strengthened.Information flow and resource sharing are hindered to a certain extent,which restricts the full realization of the cooperation potential of various countries.Therefore,how to strengthen the connection and cooperation between nodes to improve the efficiency of the entire network has become an urgent problem that we need to solve.In addition,countries along the "Belt and Road" have great differences in economy,technology,culture and institutions.How to accurately identify national characteristics and carry out differentiated policies to improve the performance of scientific and technological cooperation is also a key issue that needs to be answered urgently.Based on the above realistic background,this article mainly carries out research in the following three aspects:(1)Analysis of the current situation of scientific and technological cooperation between China and countries along the "Belt and Road".First of all,it systematically sorts out the relevant science and technology policies of science and technology cooperation between China and the countries along the "Belt and Road",and shows the current status and cooperation mode of cooperation from the perspective of qualitative analysis.Then,taking the co-authored papers between China and countries along "One Belt and One Road" as the research object,it comprehensively demonstrates the current status of scientific and technological cooperation between China and countries along the "Belt and Road" from the perspective of national level,institutional level,domestic funding,network attention,and cooperation in different disciplines.Finally,the research perspective is extended to the entire the "Belt and Road" region.Based on the co-authorship of the paper,the overall network of the "Belt and Road" scientific and technological cooperation is constructed,and the network characteristics,node characteristics,cohesive subgroups and coreperipheral structure are deeply discussed.On the one hand,the research in this part can evaluate the degree of scientific and technological cooperation between China and the countries along the "Belt and Road" and provide reference for further cooperation.On the other hand,it can provide realistic basis and data support for the research work in the following chapters.(2)Based on the innovation network theory and proximity theory,the dynamic mechanism of the development of scientific and technological cooperation network in the "Belt and Road" region is explained.This study first identifies the influencing factors of the science and technology cooperation network in the "Belt and Road" region and puts forward research hypotheses.The hypotheses are then tested using cutting-edge stochastic actor models.Empirical results show that the evolution of scientific and technological innovation networks in the "Belt and Road"region is a complex process of interweaving and interacting with the endogenous structure of the network,proximity between countries,and attribute factors of individual countries.Specifically,transitivity and preferential connections are the main contents.The network endogenous mechanism has a positive and significant impact on the evolution of cooperative networks.Geographical proximity,technological proximity,institutional proximity,and cultural proximity all have an important impact on the establishment and maintenance of scientific cooperation relationships between countries.In addition,the national economic and scientific and technological level also play a positive role in promoting the formation of scientific and technological cooperation networks.(3)By constructing a comprehensive evaluation index system,we measure the performance of scientific and technological cooperation between China and countries along the "Belt and Road",while further exploring the internal mechanisms that affect the performance of scientific and technological cooperation,and putting forward targeted policy suggestions.This study starts from the theory of collaborative innovation and comprehensively measures the performance of scientific and technological cooperation between China and countries along the route from four dimensions:innovation platform construction,scientific research cooperation,talent training and exchange,and technology transfer.At the same time,the influencing factors of innovation performance were further explored from the perspectives of multidimensional proximity and network structure,and heterogeneity analysis was conducted on countries with different network positions.Through empirical analysis,it is found that geographical proximity,technological proximity,and cultural proximity all play a significant positive role in promoting the innovation performance of China and countries along the "Belt and Road".From the perspective of the regional innovation network in which it is located,the cohesion of the innovation network in the“Belt and Road”region will strengthen the impact of the above-mentioned proximity relationships on innovation performance.Through further grouped sample regression analysis,it can be seen that the innovation performance of China and countries located on the edge of the network are more susceptible to the influence of network structure and multi-dimensional proximity.Countries located at the core of the network can rely on their position in the network to improve information sources and overcome the adverse effects of multidimensional distance on innovation performance.The innovations of this study are mainly reflected in the following aspects:(1)This study integrates collaborative innovation theory,proximity theory and innovation network theory into a framework,proposes a multidimensional proximity impact mechanism analysis framework under collaborative innovation network,and applies it to the "Belt and Road"region.In the scientific and technological innovation cooperation scenario,it aims to deeply understand and analyze how multi-dimensional proximity affects the formation,development and performance of collaborative innovation networks,and how to further improve innovation performance by optimizing network structure and improving network cohesion.This study provides important inspiration for the innovative development of the"Belt and Road Initiative",that is,in the process of formulating innovation policies and promoting innovative development,on the one hand,the impact of multi-dimensional proximity should be fully considered,and the impact of multi-dimensional proximity should be fully considered by strengthening intergovernmental dialogue,promoting social and cultural exchanges and Measures such as integration and accelerated infrastructure construction will increase the proximity between countries.On the other hand,it is necessary to strengthen the construction and maintenance of collaborative innovation networks,improve network cohesion,and amplify the positive effects of multi-dimensional proximity,thereby promoting the innovation performance of the entire network.(2)This study constructs the overall network of international scientific and technological cooperation in the "Belt and Road" region,revealing the evolution of the overall network from a more comprehensive perspective and the changes in the positions of countries along the route in the network.Most of the current research on "Belt and Road" scientific and technological cooperation focuses on star-shaped individual networks centered on China,lacking research on the overall regional network,and research on the dynamic development and impact mechanisms of the network is still incomplete.This study constructs the overall network of international scientific and technological cooperation in the "Belt and Road" region through paper co-authorship information,and displays network characteristics,node characteristics,cohesive subgroups and coreedge structures from a dynamic perspective,which helps to identify key partners and cooperation fields,which has important practical significance for optimizing the allocation of scientific research resources and strengthening international scientific and technological cooperation.(3)This study uses the network dynamics model of stochastic actors,integrates the dual perspectives of multidimensional proximity and network endogenous structure,and conducts an empirical test on the motivations and mechanisms of the evolution of the "Belt and Road"regional innovation network.This research provides a path reference for optimizing network structure and improving overall network efficiency.Specifically,on the one hand,we can improve the connectivity of the network by playing the role of core nodes;on the other hand,we can strengthen the construction of cooperation mechanisms with countries that are geographically,technologically,institutionally,and culturally close,and fully consider the needs of each country.The economic level and scientific and technological strength can be improved through various means such as formulating science and technology policies that are in line with the national conditions of each country to improve the overall effectiveness of the innovation network and promote scientific and technological innovation cooperation in countries along the route to develop to a higher level.(4)This article starts from the theory of collaborative innovation and the reality of scientific and technological cooperation,comprehensively considers four factors such as innovation platform construction,scientific research cooperation,talent training and technology transfer,and forms a multi-dimensional evaluation framework.This evaluation index system emphasizes collaborative innovation.It is believed that the improvement of the innovation performance of the "One Belt and One Road" is the result of the synergy of multiple innovation entities including governments,enterprises,universities and scientific research institutions.Compared with the traditional evaluation method that focuses too much on the number of papers and patents,it can more comprehensively and balancedly reflect China and the The actual situation of scientific and technological cooperation in countries along the route.This evaluation framework can be applied to the evaluation and optimization of scientific and technological innovation performance along the Belt and Road Initiative,and will help promote scientific and technological innovation cooperation and common development among countries along the route.(5)Although there has been extensive research on the impact of proximity on innovation performance,in the current context of increasingly globalized and networked scientific and technological cooperation,the role of network factors cannot be ignored.Re-examining and in-depth study of network factors is of great significance for understanding and improving innovation performance.Through empirical analysis,this study found that geographical,technological,and cultural proximity have a significant positive impact on the innovation performance of China and countries along the "Belt and Road",and network cohesion further amplifies these positive effects.Further heterogeneity analysis shows that geographical proximity and technological proximity have a great impact on the innovation performance of countries in the core area,while the innovation performance of countries in the peripheral area is more susceptible to the comprehensive impact of geography,technology,institutions,and cultural proximity.At the same time,network cohesion The moderating effect of degree is also more intense in countries in the periphery zone.On the one hand,this study can expand the existing innovation network theory and provide new perspectives and empirical evidence on the participation of emerging economies and developing countries in international cooperation in the context of globalization.On the other hand,it can deepen theoretical understanding and guide practical operations.Policymakers should implement differentiated policies"according to country and location" and strengthen the role of different proximity for different countries.At the same time,they can establish scientific and technological cooperation platforms,optimize cooperation models,etc.This method can improve network cohesion,optimize the innovation network structure,and further improve innovation performance.
