| Since the implementation of the Belt and Road Initiative(BRI),it has achieved great achievements that have attracted worldwide attention.However,there are many countries along the route,and their attitudes and levels of cooperation towards the initiative vary.Measuring the cooperation levels of countries along the route can provide an important basis for dividing high-quality cooperation partners,and studying the factors that affect cooperation levels can provide policy recommendations for the further development of the initiative.Based on the above background,this study follows the SMART principle,selects indicators from five aspects:policy communication,infrastructure connectivity,unimpeded trade,financial integration and people-to-people exchanges,and builds an indicator system for the degree of cooperation of the Belt and Road Initiative.The data of 24 countries along the Belt and Road from 2013 to 2019 were selected,the entropy weight method was used to determine the weight of each index,the cooperation degree index of the countries along the Belt and Road was calculated,and the cooperation quality of the partners in the current "Belt and Road" process was summarized.From the perspective of multi-dimensional differences,the panel ordered Logit model is used to empirically study the influencing factors of initiative cooperation degree.On this basis,the contribution degree of each influencing factor is further sorted to identify the differences that are more critical.This study draws the following conclusions:The degree of cooperation among countries along the Belt and Road continues to improve,with Russia,Singapore,Pakistan and other countries as high-quality partners,and the degree of cooperation among Asian countries is generally higher than that of European countries.The overall influence of financial differences on the degree of initiative cooperation is negative,while the overall influence of economic,endowment and technological differences on the degree of initiative cooperation is positive.The influence of different dimensions on the degree of initiative cooperation also shows obvious temporal and spatial heterogeneity.The degree of contribution of different differences to the degree of initiative cooperation ranked from highest to lowest as geographical differences,cultural differences,financial differences,institutional differences,economic differences and endowment differences.Based on the above conclusions,three policy suggestions are put forward:China needs to evaluate the cooperation degree of initiative partners and build differentiated cooperation models;Pay attention to the impact of different differences on the level of cooperation in different periods and regions and take targeted measures;In advancing the Belt and Road Initiative,we should make breakthroughs in key areas and achieve balanced development. |
