Mobile GIS is a computer system, which integrates advanced mobile computing technology, mobile positioning technology and mobile communication technology to expand the scope of application of geographical information systems and to improve the ability of GIS data collection and data management based on the embedded system. With the improvement of computing power of embedded equipment and the rapid development of mobile positioning technology as well as mobile communication technology, using mobile GIS to collect location-related data becomes an important application direction in mobile GIS.Considering the low collection efficiency and accuracy of traditional mobile data collection systems and the lack of universality in current mobile data collection systems, the author, in this paper, puts forward and develops a new mobile data collection system based on mobile GIS and GPRS technology,which combines GIS, GPS and GPRS technology for mobile data collection. Different from other mobile data collection systems, this system is an usiversal mobile data collection system and would satisfy various needs for different applications only by simple customization. The main contents of the research are as follows:1. Describe the background and significance of the research, analyze the current research situation home and abroad in mobile GIS, and research on the key technology in mobile GIS which includes mobile GIS technology, mobile positioning technology and mobile communication technology.2. The framework of the system is explicitly designed, including system demand analysis, system general design, system functional framework design, system database design and data format design for mobile client communication with server.3. The system was implemented using Visual Studio 2008 and ArcGIS Mobile 9.3. And introduce the application of the system in Tiantong forest resources survey and land use survey for wetlands planning in the north of XiuZhou, JiaXing.4. Summarize the work in accomplishing this paper, propose the direction at which the system needs to be improved, and look forward to the futhure of the system.
