The rapid development of computer technology, wireless communication technology and positioning technology expands the field of GIS services, and also transfers GIS from PC to mobile devices. Taking mobile intelligent terminal as carrier, collecting wireless communication technology and global position technology, mobile GIS will be a new development and application model.From the application background of mobile GIS, this paper analyzes domestic and international development status of mobile GIS, and introduces related theories. This article focuses on research and discussion of data acquisition and patrol workflow for urban public facilities. Aiming at the problems of cumbersome, heavy workload and long workflow, the paper proposes the new workflow for data acquisition of public facilities based on mobile GIS. According to the new working mode, the thesis makes holistic system design from server to mobile devices, which achieves data management and service publication through ArcGIS Server. Taking .NET Compact Framework as the development framework and using ArcGIS Mobile SDK, the author develops mobile terminal software for data collection of public facilities that realizes the functions of map browsing, data collection, data editing and real-time data return. The software provides the customers a perfect integral solution project for data management of public facilities.The paper acquires partial public facilities data in Shenyang City to verify the feasibility of this system. The result indicates that the system has the characteristics of stability, perfect function, accurate and real-time data return, and also can better satisfy the needs of patrolling for public facilities in mobile environment.
