This paper is based on Wuhan city IKONOS remote sensing image "3S" play show system in the Arial Photogrammetry Information Engineering Institute of Changjiang Water Resources Commission. In whole developments play showed system the core part is to store 4D products and Cross section data in Oracle database,and this is a little very difficult part in the whole item. For storing these data in database needs a database management system.And it is necessary to develop the system . We should first to design a database by using ArcMap(this is a core part product of ArcInfo belonging to the ESRI company), ArcSDE for Oracle and Oracle Relation Database System . And the database is good for using is very important,it is the basis for a GIS system . a GIS Database design of the quality will affect the movement of the system directly, as a result we should know together as it can also called Dike database management system, Yangtze River river valley inside downstream dike developments plays a very important role in agriculture ,the river valley of Yangtze River, environment ,water using and resources managing, the disaster prevention, and disaster reducing, as a result it is necessary to establish dike database management system, and make use of the modern aviation and Photogrammetry technique ,Remote Sensing new technique, and GPS position technique, the technique of GIS, it provide us new way to solve this hard work and give us the possibility.And also do work of such is very meaningful becase the thesis research have the very strong and realistic meaning.This thesis will surround the GPS position technique in data produce, store dataum in a database management system, database design, database management system develop design .In database design we are strict to request according to the national technique norm, then satisfy the norm that data produce.Make use of the technique of GPS, and make use of the current and domestic and international data management amount of sea database technique, using the ArcSDE with the database of Oracle to saving management, make use of the COM module technique, combinative Visual Basic, Visual C++ ArcInfo( ArcMap) development development technique (we usually call the dll library)to develop dike database management system.We make use of the resources and information of Changjiang Water Resources Commission because it rules over the river valley of Yangtze River with great deal of water conservancy geography information of Yangtze River.there are many paper quality Geography diagrams, Photogrammetrical photos and some Satellite images that can be bought from oversea along Yangtze River. Such as the latest satellite data ie Ikonos that bought from the United States, and still some photograph data etc. Nowadays,our nation are active to establish National Spatial Data Infrastructure,to Guarantee data that produced has high accuracy, and it can be get by very high efficiency ways , and to avoid to waste the large quantity of manpower material resources, financial power throught data repetition collect . For these Reasons it is very import to develop a database management to manage these data in the large database software inside, bringing the very big convenience to the convenient management, this is also to promote National Spatial Data Infrastructure ( NSDI) developments,It means much for our country . This thesis will surround the GPS position technique in data produce, store dataum in a database management system, database design, database management system develop design . This whole paper is divided into seven parts. The first chapter tell 3S technique application in water conservancy dike in present condition,its development foreground and the target of developments.This part tells the meaning in this text and main contents.
