Petrochemical industry has been playing a decisive role in the development of China's national economy; however, it is also an industry with "high consumption, high pollution and high emissions". It not only consumes large amounts of fossil fuels, water and chemical raw materials, but also seriously impacts on the ecological environment. Therefore, many scholars around the world are working on finding a way out for the sustainable development of petrochemical enterprises. Establishing Petrochemical Eco-Industrial Park is an effective method to solve conflicts between enterprises and environment. Many examples of foreign Petrochemical Eco-Industrial Parks proved that Petrochemical Eco-Industrial Park has higher comprehensive benefits and provides many opportunities for its sustainable development.At present, the building of China's Petrochemical Eco-Industrial Park still lacks of a more complete theoretical system. This paper took some as the theoretical basis including sustainable development theory, circular economy theory, industrial ecology, cleaner production and eco-chain design theory. The research object was a Petrochemical Eco-Industrial Park which was built as the core of coastal Petrochemical enterprise. It studied construction methods and eco-development mode of Petrochemical Eco-Industrial Park. This paper was intended to set up all aspects of ecological construction basic objectives by establishing evaluation index system. In this system, material flow analysis was intended to find out the specific unit in the production process and the "three wastes" treatment which was needed for.optimization and improvement and propose effective measures. Using System dynamics model was used to choose the water system optimal plan. Besides, this model was intended to search out the most beneficial development model of the park's water system. Comprehensive utilization of solid waste could improve resource utilization that provided a basis for establishment of industrial ecological chain. The introduction of thermal power plant in the park both could guarantee the cascade of energy use and improved the park's ecological chain. Ecological management of the park could make the Petrochemical Eco-Industrial Park efficient long-term development.
