Chemical industrial park is the direction of the development of chemical industry. Chemical industrial park can not only reduce the costs of infrastructure and stimulate the development of local economic, but also can promote the standardization and the ordering of production. However, there are a lot of major hazards in the chemical industrial park, which seriously threats the normal production and life in the park. It will cause serious damage to the development of the park once the major incidents happened. So in order to ensure the smooth development of the chemical industrial park and to keep the integrity and the stability of the industrial chain in the park and to make it possible to reduce the accidents in chemical industrial park and minimize the loss of them, also to achieve ecological and economical and social benefits at the same time. The research on emergency resources system for chemical industry parks is important. The establishment of a major incident risk assessment system can be used to undertake a comprehensive assessment of the emergencies that may occur. So the occurrence of major emergencies and minimize the impact of major emergencies can be reduced at the highest degree.This paper analyzes the characteristics of the chemical industry park and some considerable dangerous accidents which may happen. And an evaluation system about the emergency response capacity of the chemical industry park is established by using Set Pair Analysis Method.Then use the FAHP to give the assignment of weights of each index. Finally conduct a comprehensive assessment of Liaoyang Chemical industrial Park with the help of Set Pair Analysis Method. Also we discuss the result of the assessment and summary the shortages in the emergency resources system of the Liaoyang industrial Park and make the improvement plan to upgrade the emergency level of the industrial park.
