The paper connected with the key MOC project-Oil Spill Emergency Responding Expert System on the Sea , researched the tide-current numeric model and oil parcel model of oil spill emergency responding. A rational and efficient 3-D current model is the basis of oil spill environmental forecast. In the paper, I used the a -coordinate transform to deal with the vertical layers, and developed a kind of meshless nine-point difference scheme. The scheme has enough precision for tide-current simulation, and can easily fit the actual irregular border. I simulated tide-current field by the example of M2 constituent in Bohai Sea after verified the method. The result of simulation confirmed that our model is simple and efficiency, and accorded with the exactness and speediness which is essential to the oil spill emergency responding.Based on the tide-current numeric simulation, I chose the oil parcel model which was widely applied recent years to simulate the trends of oil-spill. The model dispersed the oil slick into a lot of oil parcels, and each of them delegated certain quantity of oil. The transport was controlled by the surface-layer current and wind, and the spreading of the slick can be simulated by random-walking of the oil parcels. The result is reasonable and reliable, so that the numeric scheme and calculating program provided by the paper is proved valid, so they could by applied in actual forecast after further developing.
