Research Of The Mechanism In Water Reuse In Jinan

In the condition of water resources severely constrained sustainable economic and social development,vigorous promoting water conservation has become an important duty of our state and governments at all levels.Water reuse is conducive to water conservation, and viewed more and more important by us.According to the Jinan water conservation tasks,during the "11th Five-Year Plan" period,the water reuse capacity should reach 170,000 tons per day,which is urgent and arduous.Jinan has achieved certain results and achievementsin in the water reuse though years of effort,but still has long way to go,not to say as the changing situation,the work of the Water Reuse In-depth,our work will turn out to be more and more dificult.So we call for management and mechanism innovation, without it can't we achieve the water conservation goals.This paper begins with public economics theory,reveales the economic attributes of water resuse:mixed product attributes,natural monopolies,external and the alternative with mutual water,on the base of public goods theory,then analyzes the disadvantages of Government mechanism and market mechanism these two configurations of social resources and their unilateral supply,proposes the government and private joint supply mechanism in water reuse,thus make the duty of the government and the market in the water reuse clear.Then we definite the constraints of water conservation and existing problems in the water reuse in Jinan,analyze the root of these problems,discuss the ways to achieve the targets,and come to the answer to the question that what kind of water reuse management mechanism should be established in Jinan,that is turning "have to reuse" to "want to reuse".In this paper,the water is a product of both private and public economic attributes. Different use can lead to different proportion of their "private nature" and "public nature", so it's "private" and "public" are relative,not absolute,and is changing,not static,the proportion of the "private nature" and "public nature" will change as the economic and technical Conditions changes.The water has an "external nature",and water reuse is the process that turns the negative external economic to the positive one,makes the effluent from "waste" into "resources".So the negative externalities of consumers to consumers change for the opposite of producers to consumers.We persist the water reuse industry is between competitive industries and public welfare departments industry,so the operating systems should follow the way,that is market mechanism regulating mixed with the Government,private sector mixed with the public.Water reuse can not completely rely on the market.The Government should play its role.In this paper,according to the actual situation of Jinan,we propose a joint supply mechanism including both government and private sectors to speed up the water reuse industries in Jinan.This study provides theoretical support to water reuse not only for Jinan,but also for other cities.
