With the development of modern industry, more and more product fields that used to be blank are now being filled, and large quantity of new products, technologies and equipment are coming forth gradually. However, many factories are newly built, rebuilt or expanded, have to work with the hazard of fire, explosion and toxic substances. So, product safety is facing the new challenge. To maintain product safety, the principle of " three-simultaneity" has been established definitely in national legislation, by which it has been guided. Thus, the safety evaluation is indispensably important to construction projects, and a lot of new urgent tasks are being put forward, one of which is the study on safety pre-evaluation method.The paper has studied deeply on the safety pre-evaluation method by taking example for the project of producing anhydride acetic acid by newly built process of carbonylating methanol.The research on the method of analyzing risk and safe control is important to understand the technology and process correctly , especially the new international technology. So it is necessary to describe and analyze the steps and units of the process. Thus the process is divided into three parts: producing coal gas , producing methanol and synthesizing anhydride acetic acid.According to the flammable, explosive and toxic characteristics in the process, MOND method of ICI company and FTA method have been used to study safety pre-evaluation in this paper.In this paper, the safety of the anhydride acetic acid synthesizing unit of methanol carbonylating process has been evaluated by MOND Method of ICI company, which is authoritative in safety pre-evaluation of flammable, explosive and toxic substances in the world. And the possible basic cause of accidents has been analyzed by FTA method, taking example for explosion of reacting kettle for the anhydride acetic acid by carbonylation.The notion of combined application of MOND method and FTA method hasABSTRACTbeen presented. The safety of product process of flammable, explosive or toxic substances has been pre-evaluated by MOND method and FTA method that is used to decide the coefficient of a certain single factor in the range of recommended coefficient considering practical situation. Not only the idea of improvement FTA method but also some modified programs have been presented and demonstrated. Finally, the explosion limit, fire and explosion accidents of the flammable, explosive or toxic substance system, in the manufacturing process of anhydride acetic acid by carbonylation, has been simulated and computed.
