Study On The Impact Of The Environment By Regional Industrial Development In Jiangsu

The three large regions of Jiangsu province are all at the stage of accelerated development of industrialization, the environmental capacity in each region become more and more small because of the development of more and more serious task. The contradiction between the rapid development of economic society and ecological carrying capacity、the growing needs of the environment and the inadequate supply of public goods of environment as well as the contradiction between the increasingly heavy environmental protection task and unperfected environmental infrastructure are always existence of different level in three large regions of Jiangsu province. This study aims to put forward for regional industry and environment coordinate development policy recommendations by analyzing the industrial pollution change and influence factor in three large regions of Jiangsu, in order to promote regional industrial development policy adjustments and improve the environmental protection mechanism. In addition, it provides reference for center-west region to undertake eastern industrial transfer in our country based on the regional development and lessons learned in Jiangsu province.This study based on the theory of industrialization and environmental economics theory, combined with the environment of Kuznets hypothesis, analyses the driving factors of regional industrial pollution in Jiangsu, than takes the regional industrial transfer in the transfer of pollution problems as the starting point, further analyses the influence factors of regional industrial pollution, and reveals the " pollution moved to north " this grim situation.The paper first reviews the development of industrialization and environmental pollution related theory and research, than introduces the environmental Kuznets curve and the industry pollution transfer by industrial transfer.Secondly, the paper describes the status of industrial development and environmental pollution in three large regions, points out the development stage and the total discharge of industrial pollutions’changes in three large regions. On the basis of this, the paper analyses the different industrial pollutants by using the environmental Kuznets curves and finds that since the " Eleven five", the industrial waste water and industrial COD fitting curve is basically consistent with the traditional inverted "U" trend in southern and central Jiangsu, both of them have crossed the inflection point currently, as the economy continues to develop the industrial waste water and industrial COD emissions decreased; industrial exhaust fitting curve does not fully comply with the traditional EKC curve in three large regions, inflection point haven’t emerged, with the development of the economy, industrial emissions are still rising in three large regions.Next, this study analyses the driving factors of environmental quality in three large regions of Jiangsu province. The paper builds up the driving factor decomposition model to analyses the impact of industrial development on the environment factors from scale effects composition effect and abatement effect, it finds that all of them have significant influence on the quality of the environment. In addition, this paper makes the comparative analysis to all regions of Jiangsu province environmental protection policies, study finds that because of the water pollution control policies are more targeted and more comprehensive in southern and central Jiangsu, water pollution prevention and treatment effect is remarkable in these areas. In the same time, the policies of the prevention and control of atmospheric pollution lack serious, makes the industrial waste gas treatment are the apparent lack of effective policy guidelines, so that the air pollution trend continued to deteriorate.At last, the thesis takes the transfer of pollution problems in the regional industry transfer as the starting point, in combination with X Industry Park in Lianyungang as the case, deep analyses the environment deterioration factors. This study finds that the threshold of the environment and the price difference is the core factors of pollution industry transfer, the weaker environmental protection unscientific regional development planning、guard a pass lax and management of technology lag are the reasons of pollution deterioration.
