River basin is a natural and hydrologic unit. It is an organic component of integrated management on river basin to control water pollution, protect water resource and manage water environment on river basin. However, the management of water environment on river basin is one of difficulties in environment management in China.The paper aims at setting up an effective indicator system of water environment management on river basin, interpreting systemic structure about specific indicators, establishing weight system, and analyzing variability characteristic of representative indicator. The study significance of the paper is that: the indicators system of water environment management on river basin, which is a basis and essential condition to manage water environment on river basin; System structural interpretation will make clear about structure and layer of specific indicators in which layer is indefinite in indicators system and keep from managenment repetitiveness; Defining weight can bring the management keystone into relief; Studying variability of representative indicator can obtain its characteristic,thereby contribute to managing dynamically.The conclusions are as follow: (1) Based on the summary of present situation in the management of river basin and five successful experience,the paper puts forward five problems in the management of water environment on river basin in China.; (2) Based on the theoretic analysis and consultation,by means of some principles such as guide,science,perfection and so on, an indicators system of water environment management on river basin is set up and three layers of total target layer,rule target layer and specific indicators layer are established; (3) Made use of Interpretive Structural Modeling(ISM) analyzes specific indicators included in water resource quantity management on river basin,and establishes ISM with four layers; (4) A weight system is established by Analytic Hierarchy Process(AHP) method, the weight distribution embodies sufficiently the major idea of water environment management on river basin,gives prominence to the management; (5) The application of variograms theory and method of Geostatistics to analyze variability of key-pollutant density indicator, associated with practice, analyzes variability of density of Cd,Cu from groundwater in the city of Langfang on Hai River basin,obtains three spatial characteristic such as similar effect scope on four directions in respect of spatial self-correlativity.
