Storage of Water resource is becoming a main factor that influences and restrict sustained development of society in china, and will be an all-important problem of world environment resource in 21th century, water resource of Guannan was difficult to adapt rapid development of economy, low efficiency of resource using scheme of resource is not reasonable and foundation of protection work of waster environment was weak reformation of management system lagged and efficiency of adjustment low and so on .when we investigated the status of water quality of main headstream and surface water, we found the quality of the surface water was perfect in general and can reach the level of the third and fourth grade, but the discontinuous pollution in some regions is extremely serious, the main polluted factor of surface water is SUL, CODmn and NH3~N etc, and the main factors which influence the quality of underwater are the bacterium group of large intestine , NH3-N , general phys etc . In Guannan , all the waste water that was drained away reached 1. 028 million T . In the year of 2003, handled wastewater was 786 thousand t , the rate of handle was 76. 5% , the number of drained~away waste water that reached standard was 1.028 million T. The rate of reaching a set standard was 100%. Polluted things in the wastewater was 2060t among it , SS reached 95t, CODcr 1965t, the main polluted things were CODcr , the limit of it is 196.5 , the rate of polluted limit is 98. 8%. The trend of reaching the biggest polluted limit has decreased from the yearl999 to 2003 , R, was-1. In the year of 2003 , all the town wastewater that was drained away reached 6.18 million t , city life wastewater that was drained reached 5. 59 million T , the rate of city life polluted water that was dealt with was zero, citylife wastewater was handled through the non-powered waste water purified device , part purified device that was added EM in order to improve the purified effect , the rate of handle was about 20-50%. The biggest level of chemical fertilizer was 818. 99kg/ha , while agriculture chemical was 10. 97kg/ha , the raised pigs was 929 thousand , "Three birds" was 10.0246 million , big animals reached 3. 73 thousand .
