Since"the 9th five-year",the total emission amount control project for major contaminations has come into effect in our country. It is an important act taken for environmental protection and a guarantee for the realization of the objective of environmental protection. In order to establish the total amount control objective and control strategy of Lasa city in a more sound way,the calculation of air.environmental.capacity. has been carried out in Lhasa City,so that the finite resources of air environmental capacity can be used properly and the system of atmospheric pollutants emission permission can be implemented,and the technical support can be provided fo"rthe 11th five-year"urban environmental protection and planning. According to relative paper provisions,in this atmospheric environmental capacity calculation,the three items —SO2,PM10 and NO2 has been determined as factors of air environmental capacity calculation and the year 2002 as the norm year. The suburb countys of Lhasa have not set regular monitoring points,and have not divided the function areas properly. In order to provide reference for department in charge and lay a solid foundation for further air environmental capacity calculation of Lhasa city in the future,the scope of the work is the whole region of Lasa city. This paper analyses the air environmental quality of Lhasa city,based on collecting the existing monitoring datum and combining fieldwork. Through the analysis,we know that the main environmental pollution of Lhasa city is natural dust and the main contamination is the inhalable particulate matter(PM10),so this paper establishes special chapter to analyze the source of the inhalable particulate matter. This paper carrys through detailed fieldwork and analyses on the present air environmental quality,the atmosphere contaminated fountain,weather condition and the function area-dividing etc,compares the present capacity calculating models in common use,and combines the actual instance of Lhasa city. We think the A-P value model is the model in point for the calculation of air environmental capacity in Lhasa city. This paper calculates the air environmental capacity of the whole Lhasa district,and figures out the present air environmental capacity and the largest capacity after optimizing distribution. The SO2 and NO2 have a lower contaminated level in Lhasa city,and have a relative larger air environmental capacity,but PM10 has a less air environmental capacity and must be reduced. Based on the analyses of environmental capacity,this paper puts forward the reduction scheme of air-pollution fountain,including natural dust,industry pollution,traffic pollution,living pollution etc. The studing work offers the scientific foundation of resonable supervising and utilizing air environmental capacity,and lays solid foundation for further calculation of air environmental capacity in Lhasa city.
