Interaction: Governance And Civic Participation

After World War II, the rapid development of Hong Kong fetched a bustling scene, but the blind pursuit of economic growth led to growing pollution. In the late 1980s, the pollution peaked. In the face of severe environmental conditions, the gradual strengthening of the Hong Kong government and the civil exchanged interaction mechanism, and formed eventually. To the late 1990s, in the promotion of interaction mechanisms, the environmental protection of Hong Kong has been achieved considerable development. The interactive mechanism is the main line of the paper. Through recording the course of environmental development of Hong Kong, I attempt explore the interaction mechanism's background, meaning and its environmental effects thoroughly.The paper includes three parts. The first part deals with the interaction mechanism's background. For a long time, the Hong Kong government implemented the positive non-intervention policy. Under the guidance of the policy, the government followed the principle of" small government", which promoted the forming of" big society " objectively. Behaving in environmental protection, the Hong Kong government manage with the macroscopic controlling through mainly legal system means, and implemented limited environmental management.It formed a series of characteristics such as management ,etc. The characteristics followed " small government " principle basically, and meant non-governmental possibility and necessity to participate in environmental management. In addition, before the 1980s, the realities of slow development of environmental but also had a mechanism for the interaction.The second part addresses the interaction mechanism's connotations. Before a general increase in environmental awareness in the community, Hong Kong's civil environmental organizations had played a supervisory role, restrainting the governments and enterprises of the non-environmental balance, coordinating with civil government, businesses and people between environmental interests. But because the strength of folk environmental protection had not formed the scale yet at that time, the interactive mechanism was still in embryonic state. However, the Environmental Protection as a public utility, it can not be separated from the compulsory management. In the 1990s, The Hong Kong government gradually abandoned the development tactics of " thinking much of economy, but making light of environment", changed and pursued " harsh law and severe punishment " to take charge of managing pollution. Meanwhile, the environmental community rising, the government gradually established good interaction with civil partnerships, and promote environmental protection in the form of the whole society.The third part describes the Environmental Protection achievement of Hong Kong promoted by the interaction mechanism. On the one hand, the pollution was effective controlled, and the environmental quality has improved prominently. On the other hand, people generally raise their environmental awareness. All these have established the foundation of sustainable development tomorrow in Hong Kong.
