| The coal is the 70% of the consumption of the primary energy in China, which is the important strategic resource of the economy and the society development. Its important position in the energy structure can not be changed. Currently, the accident in mine occurred frequently, which leaded to a great deal of the death and injurer of workers and the destruction of equipments. The accident in mine impacts on the energy development badly. Complexity of mining extracting decides that safety evaluation in mine is complicated system engineering. The foundation of safety evaluation index system is the basis of mine safety evaluation. In this paper, the current safety evaluation index system is analyzed, whose big span, macrostructure and dark disadvantage supervising and managing in the coal corporation. The way of building safety evaluation index system used currently is analyzed. With the compare, the way of building safety evaluation index system base on the production process in mine is chosen. Base on the analysis, the main evaluation index are educed, the center of which includes the identifying of danger of the production process, the process of managing, the training of safety and responding of accident. The safety evaluation index system of Xiayukou mine is built.As the example of this safety evaluation index system, the safety evaluation index system of the transporting and lifting system in the Xiayukou mine is built and the evaluation factors is analyzed.In application, the safety checklist is made according to the coal mine three rules and related technique standards, the weight value is confirmed by applying IAHP and the transporting and lifting system in the Xiayukou mine is evaluated by applying the fuzzy general evaluation method.
