The Methodology And Implementing Guide Of Type Ⅲ Enviromental Declaration

With the degradation of the environment and the public concern over environmental problem, there is an urgent need for the environment-related information. As an effective tool, the type III environmental declarations have been paid more and more attention by the countries worldwide.Firstly, this paper introduces the basic methodology of type III environmental declarations, i.e. Life cycle assessment. By studying the international standard of the Life Cycle Assessment and the practical case of foreign country, the paper summarizes the basic step and the core content of Life cycle inventory analysis (LCI) and Life cycle impact assessment (LCIA).Objective and comprehensive environmental information can be obtained by the integrated Life cycle assessment, but there is also much disadvantage for the integrated Life cycle assessment , such as high cost, long period and too exclusive. Therefore the Life cycle assessment needs to be simplified.Taking the simplified approach of the Life cycle assessment in foreign countries, which is incorporated into Chinese practice of type III environmental declarations, as reference, the paper puts forward the simplified Life cycle analysis adapted to the type III environmental declarations. The said method based on environmental indicator system breaks through the existed framework of the Life cycle assessment. The environmental indicator is classified into three categories: human health, resource consumption and environmental emission, and the assessor can thereby review the related environmental information from the process regarding product design, raw material, manufacturing, use and final disposal, listing the inventory of the environmental indicators.Finally, the paper puts forward the implementing guide of the B2C (suppliers to consumers) type III environmental declarations according to the simplified Life cycle analysis.
