Juristic Guarantee System Of Sustainable Utilization Of City Drinking Water Resources

The widespread depravation of the global water environment has caused pollutions and safe problems of drinking water resources, especially in big cities. Headwaters resource protection, water pollution control and sustainable utilization of city drinking water resources have become an important target of city water management. Since water resources have many multiply attributes, and are related to a few realms, a normal administration management is obviously not effective. Therefore, the setting up of a water law system as the core of modern management and guarantee system for water resources will become the incline and consensuses of international society. By using the theories and methods of environment science, sociology, economics and jurisprudence., a detailed investigation has been made on the water resources, water environment and their recent histories of the Guangzhou City, and the problems of the city water resource management. A discussion has been made on the juristic guarantee system of sustainable utilization of city drinking water resources. The results indicate that in the Guangzhou city, there is scarcity of drinking water resources and lack of water in water quality, and a lot of problems in water management such as some system vacant and law undersupply, which would become one of the major causes to constrain its social economy coordination development. On the basis of this, the clew and cure on juristic guarantee system of sustainable utilization of drinking water resources for the Guangzhou city is suggested from the five points: water source protection, water pollution control, government action and duty, watershed management, and law environment. These strategies include a series of specific measures, such as setting up water quality prewarning, water source benefit compensatory, weighting water pollution legal penalty, establishment of water resource integration managerial system and so on. This guarantee system will be helpful in promoting the city water management and raising the city drinking water quantity in China.
