It is difficult to carry out real-time supervision and control on Major Hazaard Installation(MHI) by traditional supervision way, and it is difficult to meet safety requirement in modernization society too. So, it is an imminent task for the safety supervision and management departments how to increase efficiency of supervision and management on safety by making full use of digital network technology and modern information technology. Study on Major Hazard Installations Monitoring and Emergency Response System Based on WebGISIn this, the author studies and develops the monitoring and emergency response system of MHI based on"Technical study of decision support about Huainan MHI's monitoring and emergency response system".In this thesis,the author researches identification standard and classification technique, builds layer and database of MHI, establishes the mathematical model about accident results analysis of fire ,leak ,explosion, and then the author simulates the damaged ranges of fire and explosion accident.In this thesis,the author researches and analyses the theory of the best route, the technique of GPS , the digital monitor technique. In the software, the author achieves the real-time remote monitoring on MHI and vehicles. It can provide with support for formulating pre-proposal on emergency response and decision.The author chooses MAPGIS-IMS 7.0 developed by Wuhan Zhongdi and ASP.NET as tool of the second development. The author has developed MHI monitoring and emergency response System Based on WebGIS,achieved remote entry by net and simulations of results of accident. In the software, the author develops lots of function modules ,such as positioning in cars, video monitoring on MHI, formulating and management pre-proposal on emergency response, geographic information management. It can improve the real-time function of supervision and management on MHI, achieve visualization of MHI monitoring and emergency response, increase the efficiency of safety management.
