As the social processes and the market economy system improves, the institute must build the management system and structure more flexible to the outer circumstance. The environment detection market will be gradually open to the agencies abroad with advanced equipment and technology after the year of 2005. In a market system, the environmental detection bodies lack of competition will be bankrupt or merged.As one of China's first grade environmental detection bodies, Shanghai environmental detection center (Herebelow as Center) has developed a lot during the past few years. The Center owns large quantity of the advanced software and hardware, and is authorized to do entrust environmental detection business. But it still has to adjust its structure strategy to gain the advantage in such a competitive circumstance after China's WTO entry.The thesis tries to apply Business Process Reengineering (BPR) to do some research on the process reengineering of the Center especially when it's time that the institution is reforming in China these days.The thesis diagnoses the organization structure and the business process according to the strategy target the Center made to fit the status and the circumstance. Also the thesis applies the BPR theory to ascertain the Center's core business scope, thus find where to reengineer the business process. Basing on these findings, the thesis rebuilds the Center's operation structure and designs the new business process and information system.Finally the thesis gives some suggestions to the further Business Process Reengineering of the Center from several aspects such as the promotion of the core technology, the reforming of the manage system and human resource system and the optimization of the information technology.
