Procurement in tobacco industry involve tobacco raw materials,packaging materials,publicity and promotion,equipment purchase and maintenance,engineering construction,supportive services,etc.As the focus of attention related to core business,standardized management and anti-fraud,procurement management often becomes the cross field of multi-management of supervision,audit,finance,law and other departments.On the one hand,institutions changes due to external supervision situation and internal standardized management.On the other hand,with the expansion of business lines,procurement management also changes.Internal and external pressures often lead to passive changes in purchasing management process,but on the contrary,it lead to incoherent approval business processes and reduced management efficiency.Taking the tobacco industry enterprises as the research object,this paper studies the current situation of the whole process of purchasing management.Aiming at the inefficiency of purchasing operation caused by the dual characteristics of market competition and government supervision in tobacco industry,this paper focuses on purchasing approval to carry out business process reengineering and unify productive purchasing and non-productive management.The goal is to improve the management of purchasing approval efficiency.Combining with the theory of business process reengineering,this paper aims at the current situation that the processes of procurement demand establishment,procurement process implementation,contract signing management,performance acceptance,financial payment which regulatory requirements are separated from each other.It analyses the loopholes of approval caused by the lack of strong links among the processes in enterprise procurement management.A closed-loop management model is created,which combines the two-way data flow of procurement process documents and fund management information.It optimizes the organizational structure guided by closed-loop management,redesigns the local approval process by highlighting the key steps,and reorganizes the closed-loop management process of information flow sharing for decision-making,planning,execution and monitoring of the company's procurement management.The functional requirements of the information platform are analyzed and modeled.
