Research Of Environment Management Mechanism For Ecotype Small Town

The small towns are the political, economic, and cultural centers of the countryside region, which also serve as the ligament between cities and villages as well as the important base for the centralized and economical development of the town enterprises, for the assembling and dispersing of materials, and for the promotion of science and technology and cultural education in countryside areas. However, the small towns are being polluted as the boosting of the urbanized development. The serious environmental pollution and ecological risk are greatly shedding negative impact. Based on the systematic analysis of present status for Chinese small town, specially on the analysis of ecological and environmental issues related to the construction of small town in China, with the theories and the methodologies of different disciplines in ecology, operation research and statistics, the paper clarify the significance of ecotype small town construction and innovative environment management. Based on practicability and maneuverability, the research has drawn out two guidelines, the construction appraisement standard and checks and accept standard, and also its models by means of analytic hierarchy process and fuzzy comprehensive appraisal method. Focus on present status of ecological construction and choice of planning projects about Hailin city. Combined with function of environment organizations and agencies, ecotype small town environment management model named the whole process control has been developed. The result shows that it has practicability.
