Because the global environmental issue has characteristic of integrity, long-term and transnational, it has been threatening the human and challenging the behavior of sovereign state in international society. It has changed content of international relationship, providing a new issue with international relationship.solution to global environmental issue needs comprehensive cooperation of all kinds of actors in international politics. only ability to the sovereign state can't solve it far. The function and space of Environmental Non-Governmental Organization as a non-state actor has developed greatly. It makes up deficiency brought by the country malfunctions and the market malfunctions to some degrees because of its advantage of information knowledge, public welfare and network. The thesis demonstrate impact brought by Environmental Non-Governmental Organizations from four aspects such as propaganda education, enlightened function which influence a sovereign state'environmental policy, bridge communication and decision maker and propeller of environmental mechanism basing on international and macroscopic angle. Global environmental protection not only needs participation of sovereign states, but also participation of Environmental Non-Governmental Organizations. Their cooperation can face the challenge brought by environmental issue.Meanwhile, we should recognize: Although Environmental Non-Governmental Organizations pay great contribution in global environmental protection field, its passive condition doesn't change especially its consultation status. Under the serious global environmental condition, in the foreseeing future, the sovereign state is still the dominate status in international mechanism. If Non-Governmental Organizations in global environmental protection want to function further, it not only needs consummation of its inner organizations, but also attach importance to coordination with sovereign state.Environmental Non-Governmental Organizations will face important task and have a bright future in the new century. While it maintain independence, with the maturity and expansion of scale in its inner organizations, the function of it in global environmental protection field will continue to develop.
